Questo documento risulta essere una sintesi delle attività internazionali finora mappate come opportunità per il
CTL Lombardo Tecnologie per Ambienti di Vita -TAV.

Le attività sono state categorizzate secondo la classificazione che è stata fornita da Ragione Lombardia affinchè

EIP AHA - EUROPEAN INNOVATION PARTNERSHIP ON ACTIVE AND
HEALTHY AGEING

Descrizione Sintetica
The European Innovation Partnership in Active and Healthy Ageing (EIP on AHA) is a pilot initiative
launched by the European Commission to foster innovation in the field of active and healthy ageing.

The concept of European Innovation Partnerships (EIPs) is a new approach to EU research and
innovation. It brings together all relevant actors at EU, national and regional levels across different
policy areas to handle with specific societal challenges and involves all the innovation chain levels.
The EIP in the field of Active and Healthy Ageing was the first EIP created in 2011.

The approach is more inclusive and therefore it is possible to cooperate with the representatives in
active participation activities to the working groups, such as the drafting of documents, the
dissemination activities, data collection, etc. through a high frequency of interaction with European
colleagues, via the dedicated social network.

   FOUNDING

The EIP on AHA is not a funding instrument. It aims to bring stakeholders together to exchange
ideas, create and partner in projects which produce concrete deliverables. The list of EU funding that

may be accessed to fund EIP on AHA projects is not exhaustive, and there may be relevant and
appropriate funding sources at national and regional level.

Attività Svolte :

 - The Cluster TECHforLifE (Lombardy italian region), Technologies for Living Environments from
    2013 partecipate in 6 working groups within the Action Plans of the European Innovation
    Partnership on Active and Healthy Ageing (EIP AHA) whose goal it is to increase European
    competitiveness and addressing societal challenges through research and innovation. The Cluster
    is represented in the following Action Groups thanks to the availability and commitment of
    different partners, on specific topics.

La segreteria del TAV (10/03/2017) ha confermato di procedere seguendo le seguenti attività:

EIP-AHA REFERENCE SITE

Descrizione Sintetica
Reference Sites are inspirational ecosystems, delivering creative and workable solutions that improve
the lives and health of older people. These solutions can be scaled-up and replicated across the EU.
Calls open every 3 years (2016-2018). Robust proof of their impact on the ground and presentation of
sound indicators aligned notably with the indicators supported by the Monitoring and Assessment
Framework of the European Innovation Partnership on Active and Healthy Ageing (MAFEIP) and

grouped under "Quality of Life", "Sustainability of Healthcare systems" and "Economic growth and
jobs".

Attività Svolte:

     -   Dal 2016 il Cluster TAV Lombardia, nell’ambito della candidatura regionale, può fregiarsi del
         riconoscimento internazionale di Reference Site. EIP on AHA Reference Site 3 stars.

Attività in corso/Future:

1.   Continuous experience sharing and scaling-up activities will be a key priority for the coming
     months and years. The new EIP on AHA cycle is expected to reach a critical mass to maximise
     EU added value to the benefit of EU citizens;
2.   The EIP on AHA Monitoring and Assessment Framework (MAFEIP) became available in
     September 2016 and we can already plan for its utilisation for the monitoring of your
     own EIP outcomes.

EIP-AHA BLUE PRINT

Descrizione Sintetica
In December 2015 at the 4th Conference of Partners of the European Innovation Partnership on
Active and Healthy Ageing (EIP on AHA), European Commissioner Günther Oettinger (Digital
Economy and Society) outlined how digital innovation, enabled by a functioning Digital Single Market,
can transform demographic change into an opportunity for Europe's economy and society.
Commissioner invited all stakeholders to work together with the European Commission in the
development of a blueprint, a "shared vision" on how innovation enabled by a Digital Single Market
can transform Europe's ageing society in the 21st century and contribute to the European Silver
Economy (keynote speech - 9th December 2015).

EUSALP

Descrizione Sintetica
EUSALP is a Macroregional strategy which is an integrated framework endorsed by the European
Council, which may be supported by the European Structural and Investment Funds among others, to
address common challenges faced by a defined geographical area relating to Member States and
third countries located in the same geographical area which thereby benefit from strengthened
cooperation contributing to achievement of economic, social and territorial cohesion.

Why a Macroregional Strategy for the Alpine area? The Alpine area is composed of territories with
contrasted demographic, social and economic trends and a great cultural and linguistic diversity. This

diversity goes along with a great variety of governance systems and traditions. Both the common
specificities of the Alpine area and its variety and diversity call for cooperation.

The Alpine region represents a living and working space for the resident population and an attractive
tourist destination for millions of guests every year. The Alps are the water tower of Europe and are
known all over the world for their natural beauty, varied landscapes, rich biodiversity and cultural
heritage. The Alpine region is a unique territory, which has an important potential for dynamism, but
facing major challenges, such as:

 - economic globalisation that requires the territory to distinguish itself as competitive and innovative
    by developing the knowledge and information society;
 - demographic trends, characterised particularly by the combined effects of ageing and new
    migration models
 - climate change and its foreseeable effects on the environment, biodiversity and on the living
    conditions of its inhabitants
 - the energy challenge at the European and worldwide scales, which consists in managing and
    meeting demand sustainably, securely and affordably
 - its specific geographical position in Europe, as a transit region but also as an area with unique
    geographical and natural features with set the frame for all future developments

An Alpine macro-regional strategy would provide an opportunity to improve cross-border cooperation
in the Alpine States as well as identifying common goals and implementing them more effectively
through transnational collaboration. Better cooperation between the regions and States is needed to
tackle those challenges.

This Strategy concerns 7 Countries, of which 5 EU Member States (Austria, France, Germany, Italy
and Slovenia) and 2 non-EU countries (Liechtenstein and Switzerland), and 48 Regions.

What are EUSALP governance and its management structures? The General Assembly gathers the
high-level political representatives of States and Regions involved in the Strategy, the European
Commission, and the Alpine Convention as observer. The Executive Board is formed by
representatives of States and Regions and including representatives from the European Commission,
and as Observers, the Alpine Convention and the Alpine Space Transnational Programme. It
oversees the implementation of the EUSALP and it is meant to provide strategic guidance with
respect to management and implementation of the EUSALP and its Action Plan.

The core of the implementation level is the Action Groups and Action Group leaders. The Action
Group leaders are the drivers of day-to-day implementation. Their role, capacities, resources and
engagement is a key element to the success of the Strategy.

Attività del TAV
Attività svolte:

    -      Il Cluster TAV Lombardia rappresenta la figura dell’ESPERTO, per conto di Regione Lombardia
           e Finlombarda, sul tema Health&Tourism, sul tavolo "To increase the economic potential of
           strategic sectors” dell’Action Group 2, nell’ambito dell’implementazione della strategia Macro
           Regionale Alpina “EUSALP". Lo scopo è quello di fornire idee e feedback sul tavolo
           tecnico Health and Tourism, riportando interessi di ricerca e di sviluppo dei partner.

The main objectives of Action Group 2 are:

       To develop new value chains with enterprises from different sectors.
       To bridge different policies and efforts in order to stimulate the transformation of the industrial
            structure and drive job creation and growth.
       To make better use of cluster initiatives.

    To bridge the gap of disconnected value chains.
    To facilitate and encourage the development and implementation of concrete projects in this
        strategic sectors in the Alpine Region.

For AGs, three thematic priorities (Sub-Groups) were identified:

       Bioeconomy (coordinated by Baden-Württemberg, DE)
       Wood from Alpine Region (coordinated by Auvergne-Rhône-Alpes, FR)
       Health Tourism (coordinated by the Region of Salzburg, AT)

Gli obiettivi specifici sono: Ampliare la gamma delle esperienze alpine health e leisure per
attirare chi non pratica tradizionali sport invernali; sfruttare i paesaggi naturali e le
condizioni climatiche per riacquisire e migliorare le capacità fisiche; Progettare esperienze
multi-sensioriali che uniscano paesaggi naturali, internet of things e strumenti interattivi per
l’empowerment cognitivo, emozionale e spirituale; Far conoscere ai bambini la pratica degli
sport invernali tramite un apprendimento divertente; Attività di neuroriabilitazione basata
sulle esperienze naturali in ambiente alpino; Personale specializzato per informare e
assistere nei luoghi turistici; Generare un’idea di esperienza ottimale così da incoraggiare
sport e riabilitazione a tutte le età.

Attività in corso/future:
1. Approfondimento dell’ action plan, estrapolare ciò che è di interesse del TAV sui cui fare proposte
    per veicolare le priorità di intervento.

2. Stretta sinergia con lo Spazio Alpino che lancia call i cui temi sono in linea con le priorità del

QUATTRO MOTORI D’EUROPA

Descrizione Sintetica
“Four Motors for Europe” is a long-lasting cooperation between the Regions of Baden-Württemberg
(Germany), Catalonia (Spain), Lombardia (Italy) and Auvergne-Rhône-Alpes (France). Historically,
the goal of this cooperation was to contribute to both the internationalization of the Regions and to
promote the role of the Regions in Europe and within the European institutions.

Today, these Regions – leaders in their respective countries – have many similarities, including a GDP
higher than the European average, dynamic domestic businesses with strong interest in innovation,
and a rich heritage that has enabled tourism to develop. Together, the Four Motors for Europe gather
36 billions inhabitants and 6,78% of the European GDP (1 249 billion euros).

The strategy developed by the Four Motors in the recent years has focused on the reinforcement of
the competitiveness in economy, sciences and technologies of the four Regions, in this particular
context of global interdependence and economic crisis.

The driving idea is that it is up to the Regions to facilitate the collaborative projects between the
actors, to support joint-applications for the European calls for proposals such as H2020, and to
defend the interests of domestic economic actors against the European Commission. The institutional
collaboration must serve the reinforcement of partnerships and international economic exchanges. All
activities carried out for this network of excellence must have effects on the economy of the regions
and impact the activity of the businesses.

Attività svolte:

-      Dicembre 2015: Approfondimento su call INNOSUP con tematiche di potenziale interesse
       comune ai Quattro Motori relative all'ICT nel settore medicale. Contatti con il referente del Baden
       Wuerttemberg che ha tirato la cordata.
-      Il Cluster TAV ha risposto positivamente alla proposta europea di realizzare un consorzio dei
       Quattro Motori per partecipare alla call in scadenza il 1 Aprile 2016. LA call non è andata a buon
       fine.

      1. Valutare partecipazione a due conferenze:
          -    Joint mission of the 4Motors to Scandinavia - updates for Clusters (la missione si
               svolgerà in Svezia e Danimarca nella settimana dell'11-15 settembre 2017. Principali

ESTHER          -    EMERGING             AND      STRATEGIC            TECHNOLOGIES                 FOR
HEALTHCARE -

Descrizione Sintetica
Emerging and strategic technologies for healthcare (esther) is an industry driven initiative.

The mission is to make europe the leading place to invent, develop, manufacture and implement smart
and cost effective healthcare solutions. Esther is an open and flexible association acting as a platform
to align the efforts and interests of all stakeholders to achieve a synchronised and balanced
implementation of all activities. Esther will leverage on the framework of horizon2020.

With the help and support of esther, regional clusters will initiate mapping and interfacing of regions
with highest potential and organize exchange of good practice between them, building, for example,
on initiatives such as the vanguard initiative.

Esther will provide the communication platform to implement a holistic approach of healthcare, to
better link the various communities to create the mutual understanding and efficient junctions between
stakeholders. Research organisations, industrial companies, clusters, regions and healthcare
providers from the various sectors meet to learn from each other and match scientific progress, new
technological trends, industrial strategies, and their assessment and implementation by care
providers.

ESTHER’s goal is to provide integrated, innovative and smart solutions for European patients in the
21st century healthcare systems by the promotion of an innovative European Medical Technology
Industry. ESTHER will improve the quality of healthcare with smart medical technologies, to increase
the competitiveness of EU medtech industry, in a changing regulatory environment and finally to
reinforce the innovative strength of the medical technology research.

ESTHER was launched in May 2015 by the EU Commission and the MedTech industry within the
framework of Horizon2020. ESTHER will provide the communication platform to implement a holistic
approach of healthcare, to better link the various communities to create the mutual understanding and
efficient junctions between stakeholders. Research organisations, industrial companies, clusters,
regions and healthcare providers from the various sectors meet to learn from each other and match

scientific progress, new technological trends, industrial strategies, and their assessment and
implementation by care providers.

A first analysis about ex-ante assessment of ESTHER initiative impacts shows that at least €9 billions
of additional turnover for European Companies and 20 000 to 30 000 jobs would be generated 6 years
after launch.

Medical technology sector is undergoing a profound transition in the coming years towards a more
integrated and by essence more collaborative approach. A critical aspect in the capacity for change of
industry is its nature: unlike the pharma industry, it is characterised by a very high proportion of Small
and Medium-sized Enterprises (SMEs); SMEs make up around 95% of almost 26,000 medical
technology companies across Europe.

 ESTHER – Fonte: Piano d’azione della Fondazione Regionale Ricerche Biomediche – FRRB (ITA).

 Programma: i sistemi sanitari europei sono in una fase di transizione profonda che porterà alla
 definizione di sistemi sempre più orientati alla personalizzazione delle cure e verso dispositivi
 medici connessi e intelligenti (smart connected medical devices). In linea con questi trends anche
 le industrie della salute (pharma, biotech e medtech) stanno subendo trasformazioni che
 interessano tutta la catena di valore, dalla ricerca alle applicazioni industriali. La Commissione
 Europea sta mettendo a punto tale iniziativa per coordinare questo processo innovativo.

 Obiettivo: supportare la ricerca, lo sviluppo e l’innovazione nel processo di digitalizzazione e
 interconnessione dei dispositivi medici, accelerare il processo di traslazione di soluzioni
 mediche intelligenti sul mercato e migliorare l’attrattività delle singole Regioni con le loro
 specializzazioni (S3).

 Ruolo di FRRB: la Fondazione, in rappresentanza di Regione Lombardia, è membro della TASK
 FORCE ESTHER insieme alle regioni europee più innovative (Baden Wurttemberg, Rhone Alpes,
 Styria) e ai principali Stakeholder europei del settore (EFPIA, EMA, MedTech Europe, ETPN).

VANGUARD INITIATIVE

The Vanguard Initiative new growth through smart specialisation is driven by a political
commitment made by regions to use their smart specialisation strategy to boost new growth
through bottom-up entrepreneurial innovation and industrial renewal in European priority
areas. The political leadership in every partner region has undertaken this commitment by
signing the Milan Declaration. The Vanguard Initiative, launched in 2013, is currently
composed of 30 regions from 13 Member States.

Our proposals are shaped as the ‘Vanguard Initiative’ because we are convinced that
leadership and strong partnerships are needed to achieve this ambition. Our political
engagement to position the smart specialisation agenda at the centre of the EU’s drive for
new growth is based on a firm belief that entrepreneurship and common policy goals will
provide the stimulus for revitalising European industrial growth.

This Vanguard Initiative has its foundations at the regional level. EU regions are the closest
policy link to the bottom-up growth dynamics necessary for the renewal of our industrial fabric
through their proximity to innovative partnerships and clusters. Such partnerships and
clusters form eco-systems that are the catalyst for fast-growing innovative SMEs. Regional
innovation ecosystems can and do develop solutions for significant societal challenges while
delivering on the EU’s ambitions for improved international competitiveness.

The Vanguard Initiative seeks to lead by example in developing interregional cooperation
and multi-level governance for supporting clusters and regional eco-systems to focus
on smart specialisations in priority areas for transforming and emerging industries.
Vanguard regions want to build the synergies and complementarities in smart specialisation
strategies to boost world-class clusters and cluster networks, in particular through pilots and

Reasons for an Alliance ESTHER-Vanguard Initiative

Unprecedented challenges for Europe in healthcare. Europe faces rising and potentially unsustainable
health and care costs, mainly due to the increasing prevalence of chronic diseases1, to an ageing

population requiring more diversified care and to increasing societal demand. Healthcare systems are
challenged at an unprecedented level in terms of quality of service and cost.                                      The digital
transformation of society is also expected to have a deep impact on active and healthy ageing as well
as monitoring patients with chronic diseases.

Empowering the participation of citizens and transforming the care cycle to more person-centred and
community-based care models will not only allow Europe to maximise the potential of Digital Economy
for Healthcare sector, but also ensure a better access to healthcare for all.

Europe needs smart, scalable and sustainable solutions building on new innovation opportunities
coming from integration of Key Enabling Technologies (KET) with digitalization in order to overcome
these challenges, and must grasp every opportunity for leadership. Technology and innovation
continue to offer new opportunities at an accelerating pace.

The paradigm shift currently taking place in healthcare from symptomatic treatment of (acute)
diseases towards Predictive, Preventive, Personalized, Participatory, Precision medicine and
integrated care, will not be achieved without medical technology, which will offer new opportunities to
address this challenge by increasing the efficacy of healthcare and limiting the cost.

Reconciling better health / healthy ageing with growth opportunities for healthcare industries is the
main objective of the Industry Driven Initiative ESTHER (Emerging and Strategic Technologies for
Healthcare).

    1. Invito a partecipare alla Creazione di un nuovo PILOT di Vanguard il cui nome è Pilot MED
         TECH di cui la Fondazione Regionale delle Ricerche Biomediche (FRBB) è coordinatore. La
         creazione di questo nuovo Pilot Med Tech nasce, come precedentemente riportato dall’allenza
         tra le iniziative Vanguard ed Esther. Il CTL TAV è invitato a proporre le aree prioritarie di
         intervento secondo la logica delle Smart Specialisation. Rispetto a questa attività esiste un
         documento di sintesi che descrive la linea strategica del nuovo Pilot che risulta il punto di
         partenza per la stesura dei contenuti.

INNOSUP - HORIZON 2020 FOUNDING TOOL

Descrizione Sintetica
Horizon 2020 INNOSUP calls for proposals and tenders are elements of a broader action to develop
the ecosystem of innovation support to SMEs in Europe.

Where appropriate, a highly specialised support service may be established at European level to
complement existing national and regional services. Generally, the actions are designed to provide
opportunities to Member States and regions to enhance their services through collaboration,
peer-learning and uptake of new approaches.

In addition several actions will focus on the identification, further development and dissemination of
skills and expertise among SMEs. The Enterprise Europe Network (described in the section of
“SIMPLER” in this document) present in all European regions and co-financed by them and the
Member States is expected to play an important role for catalysing such development processes.

 Come tutti i progetti Horizon 2020 sono strumenti di finanziamento a regia diretta, ossia i partner di
 progetto sono i beneficiari dei fondi della Commisione Europea.

    INNOSUP-01-2017: Facilitated projects for new Industrial value chains. Creation new industrial
    value chains created by crosslink different technological sector and their SMEs with the support
    of Clusters to foster their structural change.

    The following call for proposal is one element of a broader action to develop the ecosystem of
    innovation support to SMEs in Europe. Where appropriate, a highly specialised support service
    may be established at European level to complement existing national and regional services.
    Generally, the actions are designed to provide opportunities to Member States and regions to

enhance their services through collaboration, peer-learning and uptake of new approaches. In the
    work programme 2016-17 emphasis is put on testing three new approaches to a better innovation
    support in large pilot actions that should deliver results in time for the start of discussion on the next

INTERREG

Descrizione Sintetica
Interreg è un’Iniziativa Comunitaria finanziata dal Fondo Europeo di Sviluppo Regionale (FESR) per la
cooperazione tra regioni dell'Unione europea. A differenza della maggior parte dei programmi europei,
in questo caso gli Stati Membri non gestiscono direttamente il Programma, che invece è affidato dalla
Commissione europea a una specifica Autorità di Gestione transnazionale che coordina le regioni
ricomprese nello spazio di cooperazione, e presenta direttamente alla Commissione un Programma
Operativo che definisce la strategia comune di sviluppo per lo spazio e individua gli Assi, ovvero le
tematiche, verso cui indirizzerà le risorse a disposizione.

Ulteriore specificità di questa iniziativa è che i progetti dei diversi Programmi sono proposti da un
partenariato transnazionale, il quale deve sottoporre la propria idea all’interno di uno degli Assi previsti
dal Programma.

Le aree ammissibili hanno compreso 13 raggruppamenti di regioni: Mediterraneo occidentale,
Spazio Alpino, Europa sud-occidentale, Europa nord-occidentale, Mare del Nord, Mar Baltico,
Regioni periferiche settentrionali, "Archimed", Arco atlantico, Regioni ultraperiferiche, Europe.

 La differenza sostanziale con gli strumenti Horizon è il tipo di finanziamento. Il finanziamento degli
 Interreg è a regia indiretta,ossia il coordinatore è l’interfaccia, tra l’erogatore dei fondi e i partner
 beneficiari. La lombardia fa parte di tutti gli spazi e può partecipare a tutti gli Interreg. Ogni Interreg ha le
 sue regole (es. Interreg Spazio Slpino si articola in due step, diversamente da interreg EUROPe che si
 articola in una sola call.)
 Il manuale di ogni interreg è prezioso perché esaustivo.Una delle finalità è il mutual learning.
 È un progetto semplice che non implica nulla se non lo scambio di best practice. Gli interreg sono
 piccoli finanziamenti. Le application form sono semplici e guidate. Il contact point in ogni stato
 funziona molto bene.

        Action group 2 – «Health and Tourism» EUSALP)

        Come precedentemente sottolineato (cfr. sezione dedicata ad “EUSALP”), Dall’incontro di
        Sanremo - 20/03/2017 (tavolo health and turism – EUSALP-, è nata una collaborazione con la
        Dott.ssa Ruffoni       - Ministero delle politiche agricole alimentari e forestali per l’eventuale
        proposta INTERREG.
