HORIZON 2020 Horizon 2020 è il nuovo Programma destinato alle attività di ricerca e innovazione europea. Il nuovo Programma è attivo dal gennaio 2014 fino a dicembre 2020. • Secure societiesHORIZON 2020 SCIENZA ECCELLENTE Obiettivi: Elevare il livello di eccellenza della base scientifica europea sostenendo le idee migliori, sviluppando i talenti in Europa, permettendo ai ricercatori di aver accesso ad infrastrutture di ricerca prioritarie e rendendo l'Europa un luogo attraente per i migliori ricercatori del mondo. Azioni: - sostenere individui ed equipe di ricerca nello svolgimento delle ricerche di frontiera di altissima qualità; - finanziare la ricerca collaborativa mediante il sostegno alle tecnologie emergenti e future (FET-Future Enabling Technologies es. robotica, etc); - offrire ai ricercatori eccellenti opportunità di formazione (Marie Curie); - garantire che l'Europa disponga di infrastrutture (anche web) di ricerca di livello mondiale.
HORIZON 2020 LEADERSHIP INDUSTRIALE Obiettivi: Promuovere attività di ricerca strutturate dalle imprese, per sostenere grandi investimenti nelle tecnologie industriali chiave, dinamizzare il potenziale di crescita delle imprese europee supportare le PMI innovative ad accrescere la propria competitività a livello europeo. Azioni: -consolidare la leadership nelle tecnologie abilitanti e industriali (LEIT): ICT, Nanotecnologie, Materiali Avanzati, Biotecnologie, Manifattura avanzata, Spazio -fornire un sostegno ad hoc sostenendo anche azioni trasversali derivanti dalla combinazione di diverse tecnologie abilitanti essenziali (Key Enabling Technologies-KET): Fotonica, Micro-nano elettronica, etc -facilitare l'accesso ai finanziamenti con capitale di rischio; -fornire un sostegno specifico all'innovazione nelle PMI.
HORIZON 2020 SFIDE SOCIALI Obiettivi: Affrontare le priorità politiche della strategia Europa 2020 attraverso la definizione di «sfide sociali» provenienti da una molteplicità di settori, tecnologie e discipline, incluse le scienze sociali e umane. Le attività che potranno essere finanziate spaziano dalla ricerca al mercato, con un nuovo focus sulle attività connesse all'innovazione (progetti pilota, dimostrazione, prototipazione, etc) Azioni: Le sfide sociali sono: - salute, cambiamenti demografici e benessere; - sicurezza alimentare, agricoltura sostenibile, ricerca marina e marittima e bioeconomia; - energia sicura, pulita ed efficiente; - trasporti intelligenti, ecologici e integrati; - azione per il clima, efficienza delle risorse e materie prime; - società inclusive, innovative; - società sicure.

CHI PUÒ PARTECIPARE E COME CHI •Qualsiasi impresa, università, centro di ricerca o altro soggetto giuridico, stabilito in uno Stato membro, in un paese associato o in un paese terzo; •Devono partecipare almeno 3 soggetti giuridici, ognuno dei quali dev'essere stabilito in uno Stato membro o in un paese associato; •Tutti e 3 i soggetti giuridici devono essere indipendenti l'uno dall'altro; •L’accesso è semplificato rispetto ai procedenti programmi, con regole uguali per tutti i soggetti. Eccezioni: -strumento per le PMI & FTI -Ogni volta che l’eccezione è indicata nel Piano di lavoro di interesse
CHI PUÒ PARTECIPARE E COME TIPI DI AZIONE: RESEARCH AND INNOVATION ACTION (RIA) Produrre nuove conoscenze, fattibilità di un nuovo prodotto/processo/servizio Attività relative a ricerca di base, ricerca applicata, sviluppo tecnologico, testing, validazione di prototipi a piccola scala (es. laboratori), simulazioni. TRL 1 -> TRL5/6 Contributo: 100% dei costi diretti; flat rate 25% per costi indiretti Tempo di risposta: 5 mesi di valutazione + 3 mesi per firma contratto
CHI PUÒ PARTECIPARE E COME TIPI DI AZIONE: INNOVATION ACTION (IA) Realizzare piani per prodotti/processi/servizi nuovi, o modificati e da migliorare Attività di prototipazione, collaudo, dimostrazione, sviluppo sperimentale, progetti pilota, prime applicazioni commerciali. TRL5 -> TRL 7/9 Contributo: 70% dei costi diretti (100% per no-profit); flat rate del 25% per costi indiretti Tempo di risposta: 5 mesi di valutazione + 3 mesi per firma contratto

Bandi sempre aperti (3 cut off) Max 5 partecipanti Partenza il 6 gennaio 2015 TRL6 -> TRL 7/9 Contributo: 70% dei costi diretti (100% per no-profit); flat rate del 25% per costi indiretti. Max 3 M€ Tempo di risposta: 6 mesi tra scadenza e firma contratto
CHI PUÒ PARTECIPARE E COME TIPI DI AZIONE: COORDINATION AND SUPPORT ACTION (CSA) Realizzare azioni di coordinamento delle attività di ricerca e innovazione Attività di accompagnamento, disseminazione, promozione, networking, studi, scambio best practices, etc Contributo: 100% dei costi diretti; flat rate del 25% per costi indiretti. Tempo di risposta: 5 mesi di valutazione + 3 mesi per firma contratto
CHI PUO’ PARTECIPARE E COME TIPI DI AZIONE: SME INSTRUMENT (Fase 1 – Fase 2 – Fase 3) E’ un’azione dedicata a PMI singole o in gruppo, innovative, con ambizioni internazionali, determinate a portare idee fortemente innovative sul mercato. Lo strumento fornisce un supporto a tutto tondo, dalla fase di concezione dell’idea, alla definizione del business plan e dimostrazione. Orizzontale: sia su LEIT (Leadership Industriale) che su SC (Sfide Sociali) TRL alto > 5/6 Si compone di 3 fasi:
LO SME INSTRUMENT FASE 1 – Proof of concept Sviluppo di uno studio di fattibilità per verificare la fattibilità tecnologica, pratica ed economica di un’idea (nuovi prodotti, processi, design, servizi e tecnologie o nuove applicazioni di mercato di tecnologie esistenti). La proposta dovrà contenere un business plan iniziale, mentre l’output dovrà essere un business plan elaborato sull’idea. Contributo: lump sum € 50.000 (corrispondente al 70% di circa € 71.000). Anticipo del 40% (=20.000 €). Contributo erogato anche se il percorso si ferma (output coerente con quanto richiesto) Durata: 6 mesi FASE 2 – Development & Demonstration Le attività dovranno focalizzarsi su azioni dimostrative, test, prototipazione. Azioni pilota, scaling-up, miniaturizzazione, design, market replication, allo scopo di portare un’idea innovativa ad essere pronta per il mercato, ma può anche includere alcune attività di ricerca. Contributo: 0,5-2,5 M€ (70%). Anticipo del 50% circa (dipende da livello di financial viability). Durata: variabile
LO SME INSTRUMENT
FASE 3 – Go-to-Market
Le PMI possono beneficiare di misure e servizi indiretti di supporto così come di
accesso ad agevolazioni finanziarie supportate dallo strumento “Accesso alla finanzia
di rischio”. Ai beneficiari sarà offerto un servizio di coaching e mentoring durante le
Fasi 1 e 2. Tale servizio sarà accessibile attraverso il network Enterprise Europe
Network.

Le PMI devono fare questo assessment al momento della registrazione per acquisire il PIC code Financial viability self-check Strumento online che serve per avere delle indicazioni dell’impresa sotto il profilo finanziario. Il Financial viability check è obbligatorio per i coordinatori se il contributo richiesto è > o = € 500.000,00, oppure quando vi siano dubbi su questo elemento.

VALUTAZIONE DELLE PROPOSTE 3 criteri: ECCELLENZA: chiarezza e pertinenza degli obiettivi, credibilità dell’approccio proposto, altri parametri in funzione del tipo di azione IMPATTO: gli impatti previsti dal topic specifico QUALITA’ ED EFFICIENZA: coerenza ed efficacia del work plan, adeguatezza dell’allocazione delle risorse, complementarietà tra i partecipanti, struttura del management. Capacità operativa (competenze e qualifiche). Soglia per criterio individuale: 3/5 Soglia complessiva: 10 Per lo SME Instrument (F1 e F2): Impatto vale 1,5 volte. Soglia minima: 13 (ALTA!!!!)
