Progetto BISF: come funziona e cosa offre un acceleratore d'impresa

Come si trasforma un’idea in una storia imprenditoriale di successo? Quali vantaggi offrono gli acceleratori d’impresa (o incubatori) a chi sogna
di trasformare un progetto innovativo in un caso di mercato? Il prossimo mercoledì 29 febbraio, alle 09:30 nell’Auditorio del Campus di Lugano
dell’Università della Svizzera italiana, si cercherà di rispondere a questi interrogativi, in occasione della presentazione dei risultati finali del
progetto di ricerca BISF (Business Innovazione Senza Frontiere), finanziato nell’ambito del programma intterreg IV-A. Il progetto ha avuto per
obiettivo proprio quello di potenziare i servizi e la collaborazione dei diversi acceleratori di impresa attivi a cavallo tra il Ticino e la Lombardia,
in particolare quelli del Politecnico di Milano (sedi di Como, Lecco, Milano) e del Centro promozione Start-Up, istituito dalla Fondazione per
le Facoltà di Lugano dell’USI. Il progetto BISF ha permesso il consolidamento delle strutture e dei processi interni agli acceleratori coinvolti,
così come la sperimentazione di nuovi strumenti di sostegno. I risultati consistono in un’erogazione più efficace dei servizi, in una migliore
comunicazione e collaborazione tra gli staff degli acceleratori coinvolti, così come nella possibilità di creare possibili futuri progetti comuni tra le

Secondo uno studio dell’Universita’ della Svizzera italiana, i pernottamenti in Ticino da maggio a ottobre e’ diminuito del 26% negli ultimi
vent’anni. Un calo drammatico di presenze suprattutto tedesche e della svizzera interna dovute allo scempio del paesaggio causata dalla

Google Tech Talk (more below) March 3, 2011 Presented by Prof. Fernando Pedone, University of Lugano. ABSTRACT Atomic broadcast is an
important communication primitive often used to implement state-machine replication. Despite the large number of atomic broadcast algorithms
proposed in the literature, few works have discussed how to turn these algorithms into efficient executable protocols. Our main contribution,
Ring Paxos, is a protocol derived from Paxos. Ring Paxos inherits the reliability of Paxos and can be implemented very efficiently. We report a
detailed performance analysis of Ring Paxos and compare it to other atomic broadcast protocols. Ring Paxos can deliver nearly 1 Gbps of data
to tens of servers in a local-area network. Ring Paxos is available as open source.

SOUL: School on Open and Usable Learning

SOUL: School on Open and Usable Learning, from July 8th to July 15th 2012 is hosted by Ionian University in Corfu, Greece. We cordially invite
PhD students and early-career researchers who are interested to be introduced and work together with experts in the field. We target audience
that has background in informatics, education, psychology, sociology, design, but we also welcome participants from other related disciplines.
The summer school aims to encourage participants to adopt a creative stance in the design and adoption of educational technologies. The
summer school provides a learning environment where participants get opportunities to: develop their research skills; increase their knowledge
base; collaborate with others in their own and complementary research areas; have access to experts in the field; discuss their own work;
and get the opportunity to publish the outcome of their upcoming research in a special issue of an established journal. The program includes
lectures from a broad range of domains that contribute to advancing the field of Open and Usable Learning. The program also includes practical
and methodological workshops and opportunities for doctoral candidates to develop their personal research. Students will have opportunities
to present and discuss their doctoral work. The goal of SOUL is to enhance learning using new technologies. Different subfields of Usable
Learning include: Video lectures, E-books and tablets, Tangibles, Interactive Tabletop and Whiteboard Surfaces, Serious video-games,
Informal learning in Museums, Open Source Software. The cost is 300 euro (Meals, Coffee Breaks, Social Events, Bag), or 450 including
accommodation (7 nights in shared room). Interested researchers should submit a 4-page position paper in the ACM CHI Extended Abstract
Format. A “student talk” session will provide the opportunity to students’ who want to get feedback on their research work by established
academics. Student talks will have 20 min. slot that is roughly 15 min. to present and 5 min. for questions. Students’ of selected high quality
papers will be invited to submit an extended version for a special issue of high quality Journals. Registration to the event is open here. We are

CASELLI PRO O CONTRO LA MAFIA?

Il procuratore capo di Torino Gian Carlo Caselli,già Torquemada del panorama rivoluzionario di sinistra negli anni settanta e ottanta ed
ora impegnato in prima linea contro il popolo No Tav,proprio per le ultimissime affermazioni su questa fiera gente,paragonata a criminali
pericolosi organizzati per uccidere,ha avuto vita non facile negli ultimi periodi in qualità di questuante di promozioni al suo ultimo libro. Infatti a
Lugano,Torino,Milano e Genova tale pubblicità personale è stata contestata oppure cancellata per motivi di"ordine pubblico"in quanto Caselli
associa il diritto democratico di protestare della gente con un accanimento minaccioso alla sua persona degna di mafiosi pronti a rivalersi per

us.cision.comcerti suoi successi dei tempi palermitani. Il Caselli antimafia che di cose carine ne fece ma senza intaccare i veri vertici politici romani,confonde
la piovra con gli interessi palesemente intrecciati da legami malavitosi che l'affaire Tav sta portando nelle tasche di personaggi legati pressochè
a tutte le associazioni criminali italiane. Il primo articolo che mi è piaciuto molto sia per lo stile che per i contenuti è preso da Indymedia
Lombardia mentre il successivo porta la firma di Senza Soste. Il Caselli zittito stizzisce. In una lunga intervista pubblicata sul Corsera http://
milano.corriere.it/milano/notizie/cronaca/12_febbraio_21/caselli-..., un vecchio canuto isterico servo dello stato stizzisce sull’impossibilità di dare
sfoggio commerciale al suo ultimo libro “Assalto alla Giustizia”. Stiamo parlando ovviamente di quel Caselli che dopo la contestazione di Lugano
si è visto fanculizzare dal movimento anche a Torino e a Milano, dove la sua presentazione col compare di toga Spataro è stata annullata per
“motivi di ordine pubblico”. Il problema è che il Caselli sta invecchiando ed essendo di pessimo taglio non migliora e anzi, inacidisce appestando
l’aria. Per il Caselli in via di decomposizione, ammorbato dal delirio securitario e incurvato sui fasti della prima repubblica fondata sulla polizia,
i notav sono un po’ come i familiari dei camorristi… ma “con i dovuti distinguo” . Secondo Caselli, Antonio, Tobia, Mara e gli/le altri/e sono
professionisti della violenza, un po’ figli del berlusconismo e un po’ nipoti delle BR. Insomma un mare di minchiate che purtroppo non fanno
ridere ma che ci fanno ben capire la portata repressiva in atto: chi la coordina e a quale senso di giustizia faccia riferimento, riguardandoci tutti/
e. Caselli non tollera nemmeno di essere zittito in ambienti pubblici, durante manifestazioni pubbliche come è stato il caso dell’USI a Lugano.
E il Giancarlo si cura bene di non citare il fatto di essere stato smerdato anche a livello “internazionale”! Non c’è pace per questo ligio servo
dello stato: le minacce di morte sono dietro l’angolo, magari scritte sui muri… roba da fare accapponare i capelli (purtroppo già bianchi da
almeno trent’anni)! A suo parere il pericolo di contestazione equivale a una minaccia per tutti i convenuti alle sue belle presentazioni… che
eroe! Per garantire maggiori condizioni di sicurezza (non per se, ovviamente lui è un duro abituato ad avere a che fare con boss mafiosi e
pericolosi terroristi…) il Caselli con lo Spataro presenteranno libri in un bunker, magari quello del maxiprocesso di Palermo, cosi con l’avanzare
della demenza senile potrà giocare a far finta di essere Falcone o Dalla Chiesa, crogiolandosi nel ruolo autoproclamato di eroe dell’antimafia.
Peccato che gli unici “eroi” dell’antimafia non portavano toghe, ma spesso zappe e forconi! Sì perché se ci si liberasse una volta per tutte anche
di questa grande narrazione del potere, fatta di eroi caduti servendo lo stato, magari oggi non ci ritroveremmo con un coglione togato con manie
da paladino fobico. La lotta Notav non ha niente a che vedere con la pantomima togachìaca della lotta dello stato contro la mafia. La lotta Notav
è Portella delle Ginestre, è Peppino Impastato, è Marzagaglia di Gioia del Colle, è Salvatore Barbagallo e tutti gli/le altri/e! Lo lotta contro le
mafie è la lotta contro lo Stato! Un...

Altr’Arti è il ciclo primaverile di incontri d’arte proposto dal 2006 dalla Società Ticinese di Belle Arti, che offre uno sguardo sull’arte delle
cosiddette culture extra-europee, in un confronto utile anche alla comprensione dei linguaggi artistici dell’Occidente e dell’arte contemporanea

studio all'estero, poi ho delle ex compagne che fanno la magistrale in studi internazionali a milano. Oltre al miex sto valutando la specialistica in

Internet abbia cambiato il mondo – o meglio: la percezione del mondo nel quale viviamo – è un principio ormai accettato da tutti. La questione
sulla quale dibattono gli esperti (e anche la gente comune) è se questo cambiamento sia stato in meglio o in peggio. I pareri in merito divergono.
Da un lato chi afferma che Internet permette una maggiore “democrazia” del sapere attraverso un illimitato accesso alle informazioni; dall’altro
chi segnala lo squilibrio tra una quantità ritenuta eccessiva (un overload) di dati e la nostra capacità individuale di elaborarli. In questo caso il
rischio sarebbe di trovarci tutti sommersi da una tale quantità di saperi da spingerci a selezionarli non secondo criteri di oggettività, ma secondo
i nostri gusti e le nostre convinzioni personali. Se Internet ha davvero rivoluzionato il nostro approccio al sapere, quali sono i rischi di questa…

One of the most useful tools I have been introduced to recently - The Periodic Table of Visualization Methods courtesy of VisualLiteracy.org .
The periodic table format has been adapted to enable easy identification and understanding of data, information, concept, strategy, metaphor ,
and compound visualizations. When you hover over individual “elements” of the table or click on them with a mouse, a pop up launches with
information about the visualization element such as if it is a process visualization or a structure visualization. Eg: Br = Bridge which then uses
a Negotiation Bridge as and example: Each “element” also includes cues about what kind of thinking the visualization requires: convergent
or divergent: Convergent Thinking - as demonstrated by Sherlock Holmes , "When you have eliminated the impossible, whatever remains,
however improbable, must be the truth." ~ Sir Arthur Conan Doyle Divergent Thinking: - "Imagination is more important than knowledge" Albert
Einstein Standard IQ tests,with the emphasis on pattern recognition, knowledge, flow of logical thoughts and the ability to solve problems
measure convergent thinking. As yet there is no accurate measure, just enormous demand, for divergent thinkers. Together with the equally
elusive and difficult to quantify "skill" of creativity, divergent thinking can often make the good great and solve problems that defy traditional
logical solutions. Whether you are a teacher or a "user" this table is a phenomenal resource and hats off to the University of Lugano for creating

A conclusione dell’edizione 2011, si è svolto il 3 febbraio a Lomazzo presso il Parco Scientifico e Tecnologico ComoNext, l’atto finale del
progetto BISF. Inserito nel programma di cooperazione transfrontaliera Italia-Svizzera 2007-2013 Interreg, il progetto “BISF – Business e
Innovazione Senza Frontiere” ha avuto come scopo principale quello di potenziare le infrastrutture (Incubatori di Poli Universitari) e i servizi, a
supporto dello sviluppo dell’innovazione in un’area divisa da confini politici (bacino di Como, Lecco, Milano e Canton Ticino) ma culturalmente
ed economicamente omogenea. Grazie al progetto BISF, si sono potute strutturare iniziative ed attività per animare gli Acceleratori del
Politecnico di Milano (coordinati dalla Fondazione Politecnico di Milano con sedi a Como, Lecco e Milano) ed il centro Start Up di Lugano
(collegato a USI e SUPSI, le due strutture universitarie ticinesi), dotandoli di servizi, risorse e competenze a valore aggiunto per permettere
l’individuazione di idee tecnologicamente innovative e favorire così la nascita di nuove realtà imprenditoriali. Tanti gli ingredienti che hanno
consentito di raggiungere i traguardi prefissati a inizio programma. La continuità con progetti precedenti, la presenza di strutture già operative,
la gestione completa del ciclo di vita dell’innovazione, le esperienze e le competenze messe in gioco dall’Acceleratore d’Impresa del Politecnico
e dal Centro Start Up di Lugano, il coinvolgimento di professionisti qualificati – sia in ambito tecnologico che manageriale -, la possibilità di
operare su un tessuto industriale di primaria importanza, hanno infatti permesso di ottenere risultati in linea con gli obiettivi iniziali. “In particolare
– ha sottolineato il Prof. Pierluigi Della Vigna, Responsabile Scientifico del Progetto – lo scouting territoriale, che vede come principali motori la
business plan competition Start Cup (le cui ultime tre edizioni hanno beneficiato delle attività legate al progetto BISF) e la promozione diretta
all’interno degli Atenei coinvolti nel progetto, ha permesso di raccogliere oltre 300 nuove idee imprenditoriali, di valutare ed approfondire circa
150 Business Plan e di favorire la costituzione di 50 imprese innovative”. L’Acceleratore d’impresa permette di supportare la creazione di nuove
realtà, ospitandole in fase di avvio (fornendo loro una prima sede) in un contesto – quello del campus universitario o del Parco Scientifico e
Tecnologico – suscettibile di fornire tutte le infrastrutture, le connessioni e l’assistenza necessarie per l’ottimale riuscita dei singoli progetti
imprenditoriali. Nel raggiungimento dei risultati attesi ha avuto un ruolo importante la collaborazione tra i partner italiani e svizzeri. “Nella più
importante manifestazione annuale degli incubatori universitari lombardi “Start Cup Milano Lombardia – Premio per l’Innovazione Tecnologica”,
- ha precisato il Prof. Della Vigna - che nelle ultime tre edizione ha beneficiato delle attività legate al progetto Bisf, si e’ creata una sezione
internazionale, con un premio speciale alla migliore idea imprenditoriale del Canton Ticino, per far sì che idee brillanti sviluppate all’interno dei
Poli Universitari (Milano, Como, Lecco, Lugano) e/o dei corsi di master che ad essi fanno riferimento (ad esempio, ALaRI) possano portare alla

ETFs, arbitrage and contagion: a potential link?

Arbitrageurs can propagate liquidity shocks between related markets. That’s the premise of an intriguing new white paper presented by
Professor Francesco Franzoni (pictured) of the Swiss Finance Institute, University of Lugano, at the Lyxor Research 4th Annual Hedge Fund
Research Conference in Paris. Franzoni, along with co-authors Rabih Moussawi of The Wharton School, University of Pennsylvania and Itzhak
Ben-David, Fisher College of Business, Ohio State University, chose to focus on exchange traded funds in their paper ETFs, Arbitrage and
Contagion, because of the incredible boom they’ve enjoyed over the last decade (there are now over 1,000 in the US alone). As well as proving
that arbitrage occurs between ETFs and the underlying securities, the paper also conjectures that ETFs increase the volatility of the underlying
assets and that the price of these assets are affected by shocks to ETFs. To illustrate, the authors use the Flash Crash of May 2010 as a
case study for proving the contagion effect. “The punchline of the paper is that financial innovation can increase systemic risk. It does this via
arbitrage relations so that shocks can be more easily propagated from one market to another,” explains Franzoni, speaking to Hedgeweek on
the phone following the conference. Arbitrage attempts to exploit mispricings between two related assets and is based on market inefficiency.
ETFs prove an interesting case. As a derivative product they track underlying baskets of securities or entire indices and are immensely popular
with retail investors. For arbitrageurs, however, they offer an easy way to profit from differences between the price of an ETF and its NAV. In
the paper, the authors point out that if the price of one asset drops arbitrageurs will buy this asset and sell another asset that is priced correctly.
The problem here is that if the underlying asset being sold is a stock, by buying the ETF (which might be trading at discount to NAV) the
arbitrageur puts downward price pressure on the stock and creates a deviation from efficient pricing. What the authors are essentially saying
is that the initial liquidity shock is propagated to the price of the second asset, which falls without a fundamental reason. They find that ETF
mispricing is stronger following periods of high volatility and poor stock market returns. Franzoni explains: “There are more of these arbitrage
opportunities when the market was doing poorly in the prior week, when there was an increase in volatility (VIX index) in the prior week or
when an index for the financial sector fell. During these times the mispricing becomes larger and for arbitrageurs the profit becomes larger.”
Mispricing is more pronounced in small stocks where arbitrage trading activity is expected to have greater price impact due to reduced liquidity.
When examining the contagion effect, the authors used a data set containing over 1 million daily observations taken from 1,146 distinct ETFs
between 2 September 1998 and 31 March 2011. As far as the arbitrage process itself is concerned, the paper points out that since the price of
ETF shares is determined by demand and supply in the secondary market it may diverge from the value of the underlying securities (NAV). In
a situation where the ETF is trading at a premium (above NAV) authorised participants – which tend to be market makers or specialists – will
look to buy the underlying securities and trade these with the ETF sponsor in return for newly created ETF shares: effectively going long the
securities, which are cheaper, and shorting the more expensive ETF. The authorised participant then sells the ETF shares on the secondary
market which in turn leads to a decline in the ETF price and an increase in NAV, reducing the premium in the process. The more mispricing
there is, the more intense arbitrage activity is likely to be. Also, the NAV moves in the same direction as the mispricing. This would be upwards
in the case of an ETF premium and downwards in the case of an ETF discount – the point being that ETF share creation increases the...

Il PPD intende esaminare, approfondire e discutere il corposo documento – quasi 300 pagine – presentato recentemente dal Consiglio di Stato
e concernente le linee direttive e il piano finanziario per la legislatura 2012-2015. Queste mie prime riflessioni vogliono essere unicamente
uno spunto per la discussione che avremo prossimamente all’interno del partito e in particolare con il gruppo parlamentare. Personalmente,
condivido le intenzioni del Governo di tenere sotto controllo il debito pubblico, per evitare di mettere in difficoltà il Cantone e di ridurre la
possibilità di progettare e realizzare le opere necessarie per il suo futuro sviluppo. Sottoscrivo anche l’idea di una normativa volta a promuovere
un’efficace disciplina finanziaria. Questo strumento, che ha permesso alla Svizzera, rispetto alla maggior parte degli Stati europei, di contenere
i disagi finanziari nei momenti di difficoltà, consente inoltre di evitare misure d’urgenza e interventi drastici, spesso improvvisati, di contenimento
delle uscite nei periodi di crisi (si pensi a cosa sta capitando fuori dai nostri confini). L’introduzione del cosiddetto freno ai disavanzi pubblici
potrebbe poi indurre finalmente Governo e Parlamento a fare una riflessione sulla necessità e sulla sostenibilità di alcuni servizi, rispettivamente
sull’opportunità di delegare alcuni compiti ai privati in grado di assolverli con minori costi. Si tratta di quell’esercizio – chiamato revisione dei
compiti dello Stato e richiesto da molti e da tempo – che non si sa per quale motivo non riesce mai a decollare. Premesso quanto sopra, la
politica non può e non deve evidentemente limitarsi a far quadrare i bilanci dello Stato. La politica deve anche progettare, deve fare uno sforzo
per capire su quale tessuto economico occorre investire nei prossimi anni e nei prossimi decenni per garantire al Cantone una certa crescita
e una certa forza competitiva. È quindi necessario dotarsi di un contesto dove la politica e le istituzioni possano discutere con le parti che
operano e che lavorano sul territorio, coinvolgendo gli istituti di formazione e di ricerca. Un forum cantonale – è l’idea che abbiamo proposto
nel mese di settembre dello scorso anno – dove il Consiglio di Stato, i rappresentanti dei partiti, dei Comuni, delle associazioni economiche e
sindacali, con il coinvolgimento dell’USI e della SUPSI, possano valutare le conseguenze dell’attuale crisi economica e discutere ed elaborare
un piano di rilancio dell’economia, promuovendo il territorio ticinese e le condizioni quadro favorevoli che il Ticino può offrire per attirare aziende
e attività imprenditoriali necessarie per creare opportunità occupazionali. Si tratta, per fare qualche esempio, di rivedere, adeguandole, le
