               Riassunto The 'fit for 55' package, presented in July and December 2021, is designed to realise the European Climate Law
                          objectives: climate neutrality by 2050 and a 55 % reduction of net greenhouse gas (GHG) emissions by 2030,
                          compared with 1990 levels. It consists of 13 interlinked proposals to revise existing EU climate and energy laws, and
                          six proposals for new legislation. The proposals aim to accelerate emission reductions in the sectors covered by the
                          EU emissions trading system (ETS) and the sectors covered by the Effort-sharing Regulation, and to increase carbon
                          removals in the land use, land-use change and forestry (LULUCF) sector.

               Riassunto To address the consequences of the coronavirus pandemic, the EU has put in place an unprecedented temporary
                          recovery instrument, Next Generation EU (NGEU). Its main spending tool is the Recovery and Resilience Facility,
                          worth €723.8 billion (in current prices). While EU countries differ both in terms of their pre-coronavirus situations and in
                          terms of Covid-19-related impacts, they can all seize the opportunity to kick-start their economies with this financial
                          injection. To access funding under the facility, EU countries have had to preparef their recovery and resilience plans in
                          line with a number of requirements, such as earmarking a certain minimum share for investment in the green and
                          digital transitions. The plans have to be endorsed by the European Commission and approved by the Council. By
                          January 2022, 70 % of the plans had been approved. While governments are receiving their first allocations of funding
                          and a full analysis is still out of reach, it has been possible to get an initial glimpse of the plans' contents. This briefing
                          aims to give a flavour of the elements that EU countries want to take up to revive their transport and mobility systems.
                          As all the projects financed have to be implemented by 2026, careful consideration has been needed to determine
                          what is feasible and how it can fit in with long-term national greening efforts. Most governments want to invest in
                          modern trains, clean vehicles and recharging infrastructure as well as improving public transport. While digitalisation is
                          already significantly present across all transport modes, strategies for reducing car use and promoting active mobility
                          are taking hold only gradually. While the planned reforms and investments combine many elements and vary
                          considerably, their collective completion could bring a step change towards a clean and modern European transport.

                            President-elect Ursula von der Leyen. Each candidate faces a three-hour public hearing, organised by one or more
                            parliamentary committees. After that process, those committees will judge the candidates' suitability for the role based
                            on 'their general competence, European commitment and personal independence', as well as their 'knowledge of their
                            prospective portfolio and their communication skills'. At the end of the hearings process, Parliament votes on the
                            proposed Commission as a bloc, and under the Treaties may only reject the entire College of Commissioners, rather
                            than individual candidates. The Briefing provides an overview of key issues in the portfolio areas, as well as
                            Parliament's activity in the last term in that field. It also includes a brief introduction to the candidate.

               Riassunto The study investigates the potential impacts on the EU-27 of a no-deal scenario in the Brexit process, focusing on the
                         transport, postal and tourism sectors. The study analyses both the economic policy and legislative dimension, detailing
                         the practical consequences of such a new status quo. Alternatives to safeguard the EU interests are also discussed in
                         the document and a set of practical recommendations is formulated. A no-deal scenario would seriously hurt both the
                         UK and the EU-27 at least in a short-term perspective, although with different intensity among the Member States.

                Riassunto This study brings together work in progress on a long-term project to identify and analyse the 'cost of non-Europe' in a
                           number of policy fields. This concept, first pioneered by the European Parliament in the 1980s, is used here to quantify
                           the potential efficiency gains in today's European economy through pursuing a series of policy initiatives recently
                           advocated by Parliament – from a wider and deeper digital single market to more systematic coordination of national
                           and European defence policies or increased cooperation to fight corporate tax avoidance. The benefits are measured
                           principally in additional GDP generated or more rational use of public resources. The latest analysis suggests that the
                           European economy could be boosted by €1.75 trillion per year – or 12 % of EU-28 GDP (2016) – by such measures
                           over time. The study is intended to make a contribution to the on-going discussion about the European Union's policy
                           priorities over the current five-year institutional cycle, running from 2014 to 2019.

                Riassunto This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's impact
                            assessment (IA) accompanying the above proposal, submitted on 31 May 2017 and referred to Parliament's
                            Committee on Transport and Tourism (TRAN). The existing legislative framework regulating European cabotage
                            operations (the national carriage of goods for hire or reward carried out by non-resident hauliers on a temporary basis
                            in a host Member State) was adopted in 2009 (Regulations 1071/2009 and 1072/2009) with the aim of supporting the
                            completion of the internal EU market in road transport and, in particular, of boosting its efficiency and competitiveness.
                            To this day, however, the national transport market remains fragmented as Member States restrict cabotage
                            operations for non-resident hauliers. At the same time, the carriage of goods, especially by light commercial vehicles
                            (LCVs), is on the rise and is expected to increase on account of technological development, the growth of the e-
                            commerce sector, and the related increase in demand for delivery services. In preparation for the legislative proposal
                            the Commission conducted a REFIT exercise that showed potential scope for cutting red tape and reducing
                            compliance costs for transport operators and national authorities. The proposed regulation aims to improve the internal
                            market for road transport and achieve a better balance (in terms of the administrative burden and the cost of
                            compliance) between the various stakeholders (e.g. transport operators, national authorities, drivers and the customers
                            of transport operators) by amending the existing regulation. For the Commission, the proposal is part of a broader
                            legislative initiative regarding European road transport legislation in general and, more specifically, the proposal
                            concerning social legislation for road transport. In this regard, it is also related to the reform of the free movement of
                            labour, in particular the posting of workers. The proposed regulation is also in line with the European Parliament's call
                            to the Commission, expressed in its resolution of 9 September 2015, to clarify or review Regulation 1072/2009 in order
                            to take measures against illegal practices that lead to unfair competition and encourage social dumping.

               Riassunto The EU has set a target to replace 10% of transport fuel of every EU country by fuels from renewable sources by 2020.
                          In 2015, 6.7% of final energy used in the EU-28 came from renewable sources. However, efforts will have to increase
                          in order to meet the 10% renewable energy target in 2020. delegation to the Porto Marghera refinery in Venice on 17-
                          19 July 2017. An ENVI delegation is to visit the world’s first example of the conversion of a conventional refinery into a
                          bio-refinery able to transform organic raw materials into high quality biofuels. The ENI's "Green Refinery project" at
                          Porto Marghera produces green diesel, green naphtha, LPG and potentially jet fuel. It is currently fed by palm oil, but
                          the plan is also to use biomass.

               Riassunto The persistent gap between European regions as regards research and innovation performance provides a strong
                          case for policies tailored to the local context that foster structural change. This is where smart specialisation comes
                          into play, providing a path for innovation-driven differentiation and economic transformation, building on local assets
                          and comparative strengths. To achieve maximum impact, efforts and investments are expected to focus on a limited
                          number of priorities, identified through a discovery process in which entrepreneurs play a central role. This place-
                          based approach and logic of prioritisation have been found to be broadly consistent with the overall reforms of EU
                          cohesion policy, aiming to improve spending efficiency and impact. Consequently, having a research and innovation
                          strategy for smart specialisation (RIS3) in place has become a prerequisite to receiving funding from the European
                          Regional Development Fund. Currently, 121 smart specialisation strategies are in place at national or regional levels.
                          With a view to assessing how they are being implemented, the European Commission organised a high-level
                          conference in June 2016 to evaluate progress and difficulties to date. The European Parliament, in a newly adopted
                          resolution on RIS3 and cohesion policy, asked for periodic (annual and mid-term) monitoring of the strategies’
                          implementation, and called on the European Commission to push for a review in 2017 to enhance their efficiency and
                          effectiveness. This is an update of an earlier briefing published in January 2016.

               Riassunto The European Union has long sought ways to foster innovation, starting with support for research and industrial
                           policies in the 1970s, through action plans in the 1990s and the Lisbon Strategy of 2000, to the Europe 2020 strategy
                            of 2010, now updated by the 10 priorities of European Commission President Jean-Claude Juncker. According to a
                           recent study, innovation policy has evolved to be understood as an umbrella notion, which encompasses research,
                           industrial and education policies, as well as policies key for the innovation process, such as funding, taxation,
                           regulation, standards and intellectual property rights. Efforts to boost innovation are also part of many EU programmes,
                           such as the Digital Single Market. This note offers links to recent studies and reports from major international think
                           tanks and research institutes on problems faced by Europe in supporting innovation.

               Riassunto In 2013, China launched its 'One Belt, One Road' (OBOR) initiative. OBOR is China’s broadly sketched vision of how it
                          plans to boost regional integration in its wider neighbourhood. The initiative is unprecedented in terms of China's
                          financial engagement and the innovative network-based project design which is intended to contribute to a more
                          inclusive global governance. It contrasts sharply with existing treaty-based integration concepts where the
                          geographical scope, partner countries, strategy, principles and rules were clearly defined at the outset. China's new
                          development vision has been seen as an alternative to regional trade agreements which do not include it; as a strategy
                          for asserting its leadership role in Asia in response to the US pivot to Asia; as an economic outreach towards Asian
                          countries for resolving territorial and maritime disputes by exporting China’s domestic development policies; as a
                          means of tapping into new sources of growth to check the marked downturn in its economy; as a tool for tackling the
                          socio-economic divide between its inland and coastal provinces; and finally, as a venue for addressing security
                          challenges on its western periphery as well as energy security issues. The response to China's regional integration
                          vision has been mixed. While the idea of enhancing connectivity has drawn considerable interest, given the huge
                          infrastructure gaps across Asia, scepticism regarding China's potential hegemonic ambitions has prevailed notably
                          among regional rivals India and Japan as well as the USA. Whether OBOR will be mutually beneficial for China and
                          the EU will depend on the two sides agreeing on the 'rules of the game', including for joint projects in third countries.
                          Potential synergies between OBOR and the EU connectivity initiatives are being explored under the EU-China
                          Connectivity Platform.

                          Zagreb. The analysis also provides an overview of cohesion policy in Croatia, including the arrangements in place for
                          the 2014-2020 programming period and the European Territorial Cooperation programmes.

                Riassunto Enlargement to Bulgaria and Romania, as well as lukewarm assessments issued on EU engagement in security issues
                           in its neighbourhood, prompted an enhanced EU involvement around the Black Sea, which had been kept until then in
                           the background of EU foreign policy. The Black Sea Synergy was put forward by the European Commission in April
                           2007 to increase cooperation with and between the countries surrounding the Black Sea. It was designed as a flexible
                           framework complementary to existing EU policies in the region. Overall, the EU’s engagement in the Black Sea region
                           in general and the Black Sea Synergy’s implementation in particular have been strongly constrained by conditions and
                           factors both internal and external to the Union at the international, EU, and regional levels. However, as a result of its
                           inclusive approach the Black Sea Synergy has the potential to play a useful role in facilitating good neighbourly
                           relations and fostering multilateralism. To improve the Synergy's effectiveness, it is suggested to specify its operational
                           methods (mainly funding and monitoring), to better integrate the Black Sea dimension in EU bilateral relations with
                           partner countries, to further concentrate on a small number of priorities with a view to avoiding dispersion and to
                           systematically promote a grassroots or project-based approach.

               Riassunto Long distance transport will face some serious challenges during the next 20-40 years regarding sustainability, oil
                         dependency and accessibility. This study is geared towards exploring the inevitable challenges facing internal
                         European transport in order to achieve a 60% reduction in CO2 emissions and 80% reduction in oil consumption. It
                         aims at giving an idea of the magnitude of change that is needed if targets are to be reached by assessing and
                         illustrating potential options for policy packages and technologies in different situations, comprising the infrastructure
                         establishment need that will facilitate a shift towards sustainable transport and promote the use of new technologies
                         and prudent transportation. The project explores three main option settings: (i) Strong and rich High-Tech Europe; (ii)
                         Slow and reflexive lifestyles; (iii) Contrast-image: Economic pressure and expensive energy.
