The National Fair Play report of ITALIA
Il 2014 si propone all’insegna di una speciale ricorrenza, quella del “VENTENNALE
CNIFP”, che si unisce al “VENTENNALE EFPM” e al “CENTENARIO CONI”. Oltre a
produrre e supportare eventi speciali legati alle straordinarie ricorrenze in Italia e all’estero,
prosegue nell’attuazione del programma per il quadriennio 2013 – 2016, avendo ufficializzato nel
2013 il rapporto con l’ANCI e quindi nel 2014 orientando i progetti di attivita’ sul territorio e
sviluppando iniziative finalizzate ad una forte interazione con il mondo della scuola e del sociale.
Per questo, attraverso nuove opportunita’ come “FAIR PLAY IN TOUR” E “RIPORTIAMO IL
SOLE IN SARDEGNA” , sostenute da importanti campagne di comunicazione e da FAIR PLAY
COMPANY, sono confermate le tre vie strategiche per ottimizzare il raggiungimento degli
obiettivi associativi: l’istituzione delle DELEGHE ASSESSORILI AL FAIR PLAY NEI
COMUNI ITALIANI, l’attivazione di un polo operativo permanente nella Città di Verona
incentrato sull’OSSERVATORIO INTERNAZIONALE PER L’ETICA E IL FAIR PLAY,
collegato a università, istituzioni e società civile in Italia, Europa e il mondo, infine la presenza
nell’ESECUTIVO dell’EUROPEAN FAIR PLAY MOVEMENT, da cui promuovere iniziative
di respiro ampio e sovranazionale. Per quanto premesso, il Bilancio Preventivo 2014 del CNIFP
è giustamente dimensionato e mirato alla realizzazione di attività prioritarie e funzionali,
collegate con i progetti di cui all’oggetto della domanda di contributo al CONI, mediante un
sistema di presenze e di iniziative sinergiche con grandi realtà della società civile sul territorio,
radicate nell’immaginario collettivo e fasce sociali sensibili, giustappunto rivolte al mondo della
scuola, della famiglia e dello sport nella sua accezione più ampia e complessa.
In sette anni di intensa attività in proiezione internazionale, il peso del CNIFP all’interno
del Comitato Internazionale Fair Play, dell’International Sport and Culture Association e in
particolare dell’European Fair Play Movement è straordinariamente aumentato. Per questo, il
progetto Etica e Cultura dello Sport 2014 è incentrato oltre che sulla realizzazione
dell’OSSERVATORIO INTERNAZIONALE PER L’ETICA E IL FAIR PLAY, sul FAIR
PLAY TOUR, confermandosi la massima attenzione da parte deI ComunI capoluogo come quelli
di Verona, Napoli, Udine, Alessandria, Roma, Treviso, Brescia, Arezzo, Frosinone, Latina,
Teramo, Bari, Potenza, Sassari o molti altri minori ma non di meno attivi con un Assessorato al
Fair Play. Il ruolo naturale di un’Associazione preposta alla promozione dei valori etici dello
sport è anzitutto quello di rivolgere la propria azione nei confronti dei più giovani e non c’è
ambiente più adatto della scuola per poter svolgere questa fondamentale attività. A tal fine, il
CNIFP conferma lo speciale Protocollo d’Intesa con il Ministero della Pubblica Istruzione con
l’intento di intraprendere una comune azione di tipo formativo e fortemente caratterizzata da
efficaci attività concertate con la Direzione Generale per la Comunicazione e la Commissione
Costituzione e Societa’. Uno speciale gruppo di lavoro costituito da rappresentanti del CNIFP e
del Ministero, dovrà continuare a coordinare tra l’altro gli aspetti scientifici ed organizzativi del
progetto “Scuola di Fair Play”, esemplificativo del concetto di Fair Play come stile di vita dentro
e fuori della pratica sportiva. Con la nuova sinergia determinatasi con il Ministero dell’Interno e
contro l’abbandono scolastico, con il progetto “Scuola di Fair Play” continua la scommessa del
CNIFP su un futuro migliore per il nostro sport , ma anche per la nostra società civile, attraverso
la promozione di un migliore stile generale di vita, anche attraverso l’attività del settore CNIFP,
Medici Fair Play, in alleanza con i Medici di Famiglia e molte altre organizzazioni finalizzate alla
solidarietà e alle attività di prevenzione per la salute. Continueranno ad essere mobilitati per
questo i 105 Comitati Regionali e Provinciali, a cominciare da quelli più efficienti e collaudati

come quelli del Friuli-Venezia Giulia, della Toscana , della Campania, del Piemonte, dell’Umbria
e del Lazio, della Sardegna e della Sicilia, nonchè dei Comitati in Calabria, Puglia, Veneto,
Abruzzo, Marche e Liguria. Il CNIFP ha già ottenuto negli anni dal 2005 al 2013 risultati molto
importanti prima con i Giochi Eyof a Lignano Sabbiadoro e poi con il Congresso Europeo e
Udine, quindi con la realizzazione e diffusione esponenziale dell’Inno del Fair Play, adottato
ufficialmente dal CONI per la Giornata Nazionale dello Sport, mantenendo alto il livello dei
rapporti con i media, che nel 2008-2013, passando per il XVIII Congresso Europeo a Verona,
sono stati ottimizzati con la diffusione pressoché quotidiana, quindi tempestiva di FAIR PLAY
NEWS rafforzato dal Gruppo CNIFP e da Pagine per Manifestazioni su Facebook. Nella
prospettiva del 2014, l’accordo con l’ANCI consente al CNIFP di trasferire sul totale degli oltre
ottomila comuni italiani l’esperienza degli ASSESSORATI FAIR PLAY su di una scala
enormemente più importante la promozione del RISPETTO DELLE REGOLE E L’ADOZIONE
DI UN O STILE DI VITA CORRETTO.
Per il progetto “Scuola di Fair Play”, come per lo scorso anno si conferma un calendario
perenne di manifestazioni e di presenze, con il supporto di atleti e testimonial. Si tratta del
progetto di attività culturale che registra le sinergie del CNIFP con la UNLA e la EIP e mette in
cantiere attività di prima linea, come la lotta al “bullismo”, al doping, la corretta pratica dello
sport, il rispetto delle regole. Il budget previsto, suscettibile di esiti migliorativi e aperto agli
effetti moltiplicatori di sponsor pubblici e privati è stato comunque mantenuto nei limiti del 2013
e diversamente potenziato a supporto della proiezione sugli ottomila comuni e in particolare per il
sostegno delle mostre e delle conferenze itineranti necessarie per la promozione dei valori etici e
delle attività si fair play nella societa’ civile, così come raccomandato dallo stesso Presidente del
CONI, Giovanni Malagò.
Per meglio comprendere la portata del progetto “SCUOLA DI FAIR PLAY”, rinvio ai
dettagli del progetto specifico, meglio illustrati attraverso quanto esposto sul modello 2p allegato,
ma ricordando comunque che alla riconfermata azione promozionale dell’Inno “Gioco Corretto e
Fair Play” lanciato dal CNIFP con il Coro “ Le Matite Colorate” e dal 2013 adottato
definitivamente dal MIUR per l’apertura dell’Anno Scolastico al Quirinale, dal 2010 si aggiunge
la straordinaria portata educativa di Medici Fair Play, ovvero la nascita di postazioni di
promozione etica sportiva attraverso il rispetto per la propria e l’altrui salute, presso ogni
ambulatorio di o studio di Medico di Famiglia e tanti altri, anche grazie all’alleanza con gli
Ordini dei Medici e dei Farmacisti, nonché l’accordo con la Federazione Italiana dei
Fisioterapisti con i donatori dell’AIDO e dell’AVIS, con un rapporto diretto, coordinato e
continuativo con oltre novemila professionisti, pronti a scendere in campo anche in occasione
della Giornata Nazionale dello Sport. Altro elemento qualificante il programma di attività
CNIFP per il 2014, quello riguardante il potenziamento di Fair Play News e l’adeguamento della
Rivista “FAIR PLAY” con uscita mensile e con Fair Play Time, collegata a rubriche e spazi fair
play su periodici e quotidiani, agenzie, con larga diffusione on-line e con numeri monografici
che, integrati da inserti realizzati in collaborazione con IridEventi e molti diversi concorsi
letterari e di poesia sul tema “sport e fair Play”, si occuperà oltre che di premiare, anche della
pubblicazione di libri, come a Potenza, Treviso, Calenzano, Castiglione, Roma, etc. Il programma
prevede sempre la rivisitazione retrospettiva della fenomenologia relativa alla violenza nello
sport con apporti di taglio scientifico, nonché la pubblicazione d’importanti documenti e materiali
iconografici d’epoca, estrapolati dal lavoro di ricerca del Centro Studi “Dorando” e del nuovo

Centro Studi, Ricerche e documentazione “Altis” proposto al Comune di Roma e al Comune di
Napoli dal CNIFP. Con la fondamentale collaborazione di “Play Fair”, Magazine trimestrale
dell’European Fair Play Movement, continua la circuitazione delle Mostre “HUMOUR &FAIR
PLAY” con vignette umoristiche ispirate al fair play e prodotte da disegnatori e artisti di tutto il
mondo in sinergia con il progetto di “Etica e Cultura dello Sport”, per il quale è stato aumentato
il budget del 2013, mantenendo i costi a livelli assolutamente economici grazie al grande apporto
del volontariato ed alla collaborazione attiva di soci ed Enti Locali, alla gratuità del conferimento
di molti materiali e documenti esclusivi, provenienti dagli archivi di Istituzioni e privati.
Infine, un’altra conferma con il terzo progetto destinato ai giovani ed ai giovanissimi con
una serie d’iniziative tecniche conformate in stage e dal suggestivo titolo “Un Prato per
Lavagna”: anche per questa particolare parte progettuale è stato previsto l’assoluto contenimento
della spesa, ma con l’ambizione di rompere gli schemi. Infatti prosegue l’accordo del 2010 con il
Concorso Nazionale Miss Italia, che ha portato alla nascita di Miss Italia Fair Play, dedicato alle
giovani che ritengono di adottare un corretto stile di vita, partendo dalla lotta contro l’anoressia e
la pratica dello sport. Per il 2014 la collaborazione sarà implementata e strettamente connessa ai
temi dello sport, della salute e del benessere.
Altra straordinaria novità e quella della forte collaborazione che si intessuta con
l’Associazione Italiana di Psicologia dello Sport e con una serie di Istituti Universitari, tra cui
quelli di Verona, Urbino, Siena, Torvergata e la Sapienza di Roma. Infine, il disegno più
ambizioso e importante che è quello di portare oltre i Comuni, anche Province e Regioni d’Italia
a costituire Assessorati dedicati al Fair Play: il disegno non rappresenta un sogno ambizioso, ma
una realtà possibile e avviata Valle d’Aosta, Piemonte, Liguri, Veneto, Friuli Venezia Giulia,
Tosca, Lazio, Campania, Puglia, Sicilia, Sardegna.
La istituzione di un PREMIO NAZIONALE FAIR PLAY E DI UNA ONORIFICENZA
QUALE “CAVALIERE DEL FAIR PLAY” diverrà finalmente una realtà entro il mese di
dicembre, così come la nascita di FAIRPLAYNET, nuovo socialnetwork promosso dal CNIFP in
collaborazione con EFPM e ISCA, collegato alla nascita del nuovi sito internet del CNIFP
www.fairplayitalia.it in collaborazione con la multinazionale della comunicazione DRAFT.

REPORT 2014 is
proposed in the name of a special event, the "VENTENNALE CNIFP," which joins the
"VENTENNALE EFPM" and "CENTENARY CONI." In addition to producing and supporting
special events related to the extraordinary occurrences in Italy and abroad, continued
implementation of the program for the years 2013 - 2016, having made official in 2013, the
relationship with the ANCI and then in 2014 directing the project activities 'on the land and
developing initiatives to a strong interaction with the world of education and the social.
Therefore, through new opportunities' as "FAIR PLAY ON TOUR" E "Here THE SUN IN
SARDINIA," supported by substantial communication campaigns and FAIR PLAY COMPANY,
have confirmed the three strategic ways to maximize the achievement of the association's l
'institution of Assessorile PROXIES iN FAIR PLAY iN ITALIAN CITIES, the activation of a
pole permanent operations in the Town of Verona centered observatory INTERNATIONAL
ETHICS aND THE FAIR PLAY, attached to universities, institutions and civil society in Italy,
Europe and the world, finally, the presence in the executive of the EUROPEAN FAIR PLAY

circumstances, the Annual Budget 2014 CNIFP is rightly sized and aimed at the implementation

In seven years of intense activity in the international projection, the weight of CNIFP within the International Fair Play Committee, the International Sport and Culture Association and in particular the European Fair Play Movement is remarkably increased. For this, the project Ethics and Culture Sports 2014 is focused not only on realization of the International FOR ETHICS AND THE FAIR PLAY, PLAY FAIR on TOUR, confirming the full attention of the common capital as those of Verona, Naples, Udine, Alexandria, Rome, Treviso, Brescia, Arezzo, Frosinone, Latina, Teramo, Bari, Potenza, Sassari and many other smaller but no less active with a Department of Fair Play. The natural role of an association responsible for the promotion of the ethical values of sport is first of all to turn its action against the younger and there is no more suitable environment of the school to perform this crucial task. To this end, the CNIFP confirms the special Memorandum of Understanding with the Ministry of Education with the intent to undertake a joint action of formative and strongly characterized by effective concerted activities with the Directorate General for Communication and the Commission and the Constitution societa '. A special working group consisting of representatives from the CNIFP and Ministry, will continue to coordinate inter alia, scientific and organizational aspects of the project "School Fair Play", an example of the concept of Fair Play as a lifestyle in and out of sport.
