Buongiorno Barbara,
ti informo che al Comitato di Sorveglianza del PSR Lazio, tenutosi ieri, il rappresentante della
Commissione Europea – Flavio Conti ha “osservato” i criteri di selezione che abbiamo proposto
per la 19.3 “Cooperazione”, già frutto di una revisione richiesta durante il Comitato del
4/12/2015.
In pratica Conti ci ha chiesto di:
- eliminare i primi tre criteri relativi al principio “qualità del partenariato” in quanto non
appropriati
- specificare di più i primi quattro e gli ultimi tre criteri relativi al principio “qualità del
progetto” perché troppo generici e qualitativi
- eliminare il quinto criterio relativo al principio “qualità del progetto” perché la coerenza con
la strategia è obbligatoria
- rivedere i due criteri relativi al principio “gestione del progetto” perché troppo simili tra loro.
Considerato che i criteri che abbiamo proposto per la 19.3 sono stati condivisi con la RRN e
con altre AdG già dal periodo 2007/2013 e, inoltre, sono coerenti con la proposta che mi hai
trasmesso il 23/2 u.s.,
ti chiedo cortesemente se la RRN può farsi promotrice di un incontro a breve tra AdG -
MIPAAF - OP per discutere insieme la revisione degli stessi.

Ciao Alessio
Ho girato la tua mail e ne ho parlato con Mariella Santevecchi (che per il Mipaaf segue il
Leader). Come ti ho accennato in programma una riunione Leader presso il Ministero entro la
prima metà di aprile per discutere gli orientamenti procedurali per la cooperazione che
stiamo completando e quindi i criteri potrebbero essere discussi in quella sede. Mariella la
prossima settimana non sarà per motivi di lavoro in Italia ma si è resa disponibile a parlarti a
partire dal 21/3.
Nel frattempo, ho raccolto e sto analizzando le indicazioni relative ai criteri di selezione dei
progetti di cooperazione riportate nei PSR italiani per capire l’orientamento delle altre AdG a
riguardo. Il criterio della qualità del partenariato è riportato in diversi PSR. Il problema quindi
potrebbe non essere solo vostro.
Lunedì riprendo in mano i criteri e valuto la possibilità di individuare due step: una per
l’ammissibilità nell’ambito della quale far rientrare la “verifica” (e non la valutazione) della
coerenza del progetto con la strategia di sviluppo locale e una seconda per la valutazione del
progetto. Per il partenariato sto valutando letture valutative alternative.

Ciao Alessio
Abbiamo un po’ lavorato sull’ammissibilità dei progetti di cooperazione. Come sai ho notevoli
perplessità nei confronti dell’approccio valutativo che si conclude con un NO o con un Si ma
credo che sia quello che alla fine sarà il più adottato dalle Regioni. Ho letto i criteri del Veneto
e dell’Emilia e puntano non all’esame del progetto ma alla verifica della presenza di alcune
condizioni.
Per questo tipo di approccio, allo scopo di avere dei progetti validi ed evitare quindi
valutazioni negative credo sia necessario prevedere un percorso di accompagnamento alla
presentazione dei progetti da parte delle AdG ai GAL. Questa attività è stata condotta ad
esempio dalla Sardegna nella passata programmazione ed era motivo di vanto per l’elevato
numero di progetti approvati.
Ti rinvio quindi la sezione dedicata all’ammissibilità dei progetti.

scusa il ritardo con cui ti scrivo ma sono giorni pieni, anche in vista della chiusura del Bando
della Misura 19 “Leader” che scade il 31/5.
Per quanto riguarda la 19.3 “Cooperazione” ti riporto in sintesi le nostre osservazioni, di cui
abbiamo già avuto modo di parlare all’incontro CREA del 28/4:

o Per l’attuazione dei progetti di cooperazione i GAL del Lazio possono utilizzare il 3% delle
risorse previste per la 19.2

The Commission will reimburse travel expenses and accommodation of the representatives of
the LEADER/CLLD sub-group in accordance with the rules in force (see details in annex 3
and 4). To claim reimbursement of these expenses, you must on the day of the meeting fill in
and return to the Commission a signed application for reimbursement together with your
boarding card for the outward journey, as well as the original return ticket or in the case of
online bookings, the printout of the electronic reservation. If the fare is not shown on the
ticket, an invoice should be provided. Please read annex 4 "Commission rules for
reimbursement of expert expenses" carefully.
The members of the sub-group on Leader and Community-Led Local Development are the
nominated authorities/organisations - not the individual representatives. Therefore, a

organisation.

chosen for the pictures as example of EAFRD co-financed project - it means it becomes
compliqueted. Please see the information below.
I have asked the LAG Meridaunia, about financing of 2 others projects. If any of the 3 projects
are not EAFRD ,we will need to find other which are co-financed by EAFRD in Italy.

I found a interesting project realized by LAG VERLA (Versante Laziale del Parco nazionale
d’Abruzzo) in 2015.
The "Terre & Municipalities" project took place in two phases:
1. training of 46 young people living in the area of the LAG (of which 27 Italians and 19
foreigners unemployed asylum seekers);
2. stage for 20 young people working at the Botanical Park - Cultural Association
Myosotys, the farm of Villa Latina and Verla GAL.
In particular, the 3 young (2 Italian and 1 foreign) who carried out the stage at the LAG have
released three studies:
• census of vacant lands in the municipalities of Valle Cumin to identify areas to be
allocated to cooperatives of young people under the RDP 2014-2020;
• identification and analysis of good practices “Smart City” and “Smart Community”;
9• Construction of a database of backgrounds and skills of young immigrants
accommodated in the centers of Atina-Sora and Isola Liri.
At the close of the project (October 2015) this young people have formed an multicultural
association (RISE HUB) with which are carrying out: training activities; providing legal support
and cultural mediation; support the implementation of co-development projects in Italy and
abroad in line with the sustainable Development goals; encouraging the spread of new
immigrant arrival models.
The request for funding was made by a social enterprise “Borghi Artistici” in response to a
notice of the Lazio Region (Innova you).
The LAG has joined the project and financed (with EAFRD funding):
• the organization of events in the territory (presentation days of the project and the
results obtained);
• Local entertainment activities and involvement of public and private entities;
• organization of training seminars for young people.
Internships are you funded regional resources (including those of three young people in the
LAG).
The project, while having a small total funding (about 50,000 euro) has promoted:
• mutual understanding between the local population and immigrant communities in
the area;
• the integration of young people and job placement;
• the creation of a permanent structure (the Rise-hub Association);
• the collection of information for local programming in 2014-2020.

Dear all, I am writing to you as you have all expressed interest in promoting and improving
LEADER cooperation either to us at the Contact Point or to the Commission. We are about to
start work on preparing for an ENRD LEADER Cooperation workshop to be held here in
Brussels on the 14th of June. We expect the development and delivery of this event to
contribute substantially to setting the direction for the overall yr 3 Contact Point approach to
LEADER cooperation support.
At the moment we anticipate that this event will be mainly targeted at national and regional
MAs possibly with some NRN participation. The suggested focus is on improving coordination
and complementarity between RDPs, harmonising processes, rules and tools in so far as is
possible. In this respect we are aware of a number of initiatives or pieces of work of
potentially wider relevance.
Recent work by the Spanish NRN suggested a common or shared approach to a template for
transnational agreements, list of non-eligible costs, and selection criteria would all be useful
if they are considered good examples. Similarly we have suggestions from Italy re materials
they prepared for the previous period which might be transferable and we now have a series
of cooperation clusters emerging in different geographical or linguistic groupings. We have
some ideas on content developed from previous exchanges with DG Agri, LAGs, NRNs and
MAs but feel that there would be considerable value in pulling together a small working
group meeting to help us more accurately identify the real needs and opportunities and help
us refine our ideas regarding the outputs we should seek to develop. We are conscious that
some of you have already progressed some way down the route of implementing LEADER
cooperation activities and would like to understand what is already developed, what is
needed, what may be transferable etc.
My question to you is therefore whether you are interested in helping us to develop this
event and the overall CP approach to LEADER cooperation (including the possibility of a
longer term working group or cluster if that is a desired outcome)? If so I suggest we could
begin some initial on line discussion to be followed ideally by a meeting which could be here
in Brussels or one of the Member States. Can I ask you to please get back to me indicating
whether you are interested in participating in such a group and also whether you would be
able to take part in such a meeting (possibly WC 2nd May). If you could get back to me by
Wednesday 13th that would be great. Even if you are not able to participate in such a group
or meeting I would nevertheless be very interested to hear from you.
In the meantime we will be sending out a 'save the date' message to the national and regional
MAs early next week letting them know about this forthcoming event.

Additional Information for Workshop Presenters
Thank you all very much for agreeing to take part the LEADER/CLLD cooperation event and
agreeing to share your experiences.
We thought it would be helpful to send you a short paper on the objectives, organisation and
programme for the event, giving you more detail about how the day will run. Your
12contribution will come in the Afternoon Workshops.
These will run as three parallel workshops, each one will follow the same format and have the
same questions, but we hope that we will get a variety of answers and discussion topics
coming out of each one. You are asked to tell the work shop participants about your
experiences of 'What NRNs have done to facilitate networking in the last Programme' for
between 5 and 10 minutes. We don't intend to put beamers in the rooms as we want to keep
the atmosphere more informal. It may nevertheless be easiest for you to prepare information
on 3 or 4 Power Point slides, which you can use as notes for your presentation, and we will
print them out and give them to participants as handouts.
There will be a facilitator and a note taker from the Contact Point with each of the workshops
and we will let you know in advance who you will be working with, we are just waiting for one
or two confirmations.
Please can you send me your 3 or 4 slides no later than Thursday 9th June as we need to print
them in advance.

We are writing to you as the Managing Authority LEADER contact for your RDP. If you are not
the right person to be in contact with, we would be most obliged if you would let us know if
there is a more appropriate contact.
The ENRD Contact Point is launching a ‘LEADER/CLLD Cooperation Survey’. The purpose of
this Survey is to enable us to collect, analyse and share information on how the "LEADER
Cooperation" sub-measure will be implemented across all the EU Member States.
The results of this ‘Survey’ will feed directly into the LEADER RDP cooperation fiches to be
published on the ENRD website which will provide LAGs, National Networks and Managing
Authorities with the essential information on the cooperation provisions and requirements in
each RDP. This will also inform other cooperation tools which the Contact Point will prepare
and publish on the website to support future joint work on LEADER cooperation.
It is intended that initial results will also be presented at the ENRD workshop on ‘ Improving
Cooperation in LEADER/CLLD’ held on 14th June 2016 in Brussels.
Your contribution through completing this questionnaire and submitting your results by 3
June 2016 will be highly appreciated.

we are conscious that many of you have been enjoying a well-earned summer break but are
keen to now make more progress with the organization of this LEADER event. If you have not
already done so, can you please let us know which LAGs you recommend as strong innovators
who could contribute positively? All we need is a couple of lines nominating the LAG,
providing a contact and saying why they are a good example, we will follow up with the
nominated LAGs. DG AGRI have committed to paying travel and accommodation costs for 20
selected LAGs to participate in this event.
You can get back to us by simply replying to this email, please can you do so by the 14th of

I suggest:
· GAL start (Tuscany) - the LAG, under the measure 124, has financed 19 projects (68
beneficiaries in total). In each project were involved: universities, research institutes,
agricultural and forestry local actors. They have been invested more than 4 million
euro. In Annex the LAG report (sorry in Italian, I hope someone can help you in
reading). We are currently engaging the LAG Start in a working group to design an
incubator for the diffusion of innovation in rural areas.

We are planning to have an informal meeting of the LEADER Cooperation Practitioner-Led
Working Group during the 'CLLD event' in Bastad, Sweden. The meeting will take place at the
ENRD Cooperation ’market place’ within the event venue on 7 December, between 17:45-
18:45.
Participation is voluntary, however, we would appreciate if you could let us know in advance if
you are planning to participate. Please also feel free to propose points for the agenda (a
suggested agenda – integrating the points you may suggest – will be circulated before 2
December).
I would like to draw your attention to – and kindly invite you to comment/share your views on
– the latest uploads to our discussion forum (draft proposals for the definition of joint actions
and common costs, first draft contents list for a cooperation agreement, and the updated
summary of the ENRD LEADER cooperation survey results now including data from 55
national or regional RDP authorities on inter-territorial cooperation and TNC). A second PWG
progress report will also be prepared and made available by 30 November.

Il progetto vuole consentire:
• la creazione di un network internazionale in cui i partner, nazionali ed esteri,
contribuiscano alla definizione di prodotti turistici sostenibili ed esperienziali, anche in
virtù della migliore conoscenza dei potenziali turisti provenienti dai territori dei
partner stessi, che possono essere fruiti dai potenziali turisti in un contesto naturale di
pregio (trekking, cicloturismo, turismo a cavallo, birdwatching, il canoying, ecc.)
• lo scambio di buone prassi, idee ed esperienze in materia di definizione, gestione,
promozione e valorizzazione del contesto naturale in cui queste attività possono
essere svolte (Erasmus degli operatori turistici).
LE ATTIVITÀ DEL PROGETTO
1. Mappatura dell'area pilota: in ognuno dei territori coinvolti sarà individuata un'area
pilota per definire un itinerario turistico tematico che consenta di lavorare alla
definizione e alla promo-commercializzazione dei prodotti turistici in precedenza
indicati. Le aree pilota saranno individuate attraverso un'azione di concertazione con i
partner di progetto.
2. Potenziamento delle infrastrutture dell'area pilota: si provvederà ad un
potenziamento delle infrastrutture già esistenti nelle aree pilota, così da rafforzare
l'appeal dell'itinerario turistico tematico individuato e da consentire una migliore
valorizzazione dello stesso (pannelli informativi, flyer informativi multilingue
scaricabili).
3. Scambio di esperienze: una volta definiti gli itinerari, questi saranno testati e verificati
tramite dei pilot trip rivolti agli operatori dei territori dei Gal coinvolti e/o da
esperti/testimonial, che hanno la finalità di consentire il trasferimento del know how
sulle modalità di organizzazione e gestione turistica dei territori coinvolti e di già
cominciare a crearne una consapevolezza nella mente dei destinatari (turisti, tour
operator, et al).
4. Coaching imprenditoriale
5. Al fine di stimolare la messa in rete degli operatori sarà realizzata, nei vari territori,
un'attività di coaching imprenditoriale che costituirà l'azione centrale del progetto.
Nel corso di questa azione di affiancamento agli operatori saranno individuate azioni che
consentiranno di:
stimolare la messa in rete degli operatori locali così da interpretare gli obiettivi dei singoli
attori e da sintetizzare e mettere a valore le diverse esigenze. L'obiettivo è di facilitare
l'individuazione di una struttura organizzativa omogenea che consenta di organizzare in
maniera sistematica l'offerta presente nei territori coinvolti e che lavori alla gestione
della rete stessa e alla promo-commercializzazione dei prodotti turistici tematici
individuati
rafforzare la visione strategica, anche in ottica di sostenibilità, dello sviluppo turistico dei
territori tramite l'individuazione di azioni che consentano il posizionamento sul mercato
delle aree coinvolte, in maniera chiara e puntuale e orientata a target specifici
19 consentire l'integrazione all'offerta turistica (in territori in cui le risorse sono diffuse, e
spesso le iniziative imprenditoriali e l'attitudine a fare rete sono limitate) sia territoriale
che di altri territori (potrebbe completare l'offerta costiera).

Sintesi dell'idea progettuale/progetto:
Sviluppo in armonia con il tempo degli eventi: per una gestione integrata e partecipata dei
paesaggi rurali.
Il progetto Ruralscapes, ha come tema lo studio della Gestione integrata e partecipata dei
paesaggi rurali. Il progetto nasce dalla diffusa consapevolezza che, sia a livello europeo che
globale, esiste un fabbisogno delle aree rurali di avere sistemi di conoscenza che ne possano
salvaguarda da una parte l'unicità dal punto di vista della ricchezza dei paesaggi e dei
patrimoni (culturali, colturali e naturali) e dall'altra valorizzarne il potenziale in termini di
fruizione turistica e di produzione agroalimentare.
L'obiettivo generale è quello di mettere a confronto lo stato dell'arte delle politiche di
gestione e confrontare le strategie di sviluppo integrate delle aree rurali dei partner di
progetto, di coinvolgimento degli attori locali, e tutte le attività implementate per il
raggiungimento di fini non solo economici, ma che tengano conto dei fattori ambientali e
sociali nel lungo periodo, così come espresso nella definizione di sviluppo sostenibile più
ampiamente accettata.

Sintesi dell'idea progettuale/progetto: Il progetto propone un modello innovativo per lo
sviluppo rurale che mette al centro dei suoi interventi il legame esistente tra le biodiversità
agro zootecniche e la tutela del paesaggio. Gli interventi previsti dal progetto prevedranno il
passaggio dalle politiche di conservazione delle biodiversità alla politica di valorizzazione in
pieno campo, attraverso azioni di recupero del paesaggio originario e delle colture di terreni
agrari, azioni di riconoscimento del valore paesaggistico del territorio. Inoltre alcuni elementi
di immagine e di comunicazione saranno integrati nelle politiche inerenti il paesaggio e le
biodiversità, come ad esempio il riconoscimento Riserva della Biosfera Mab UNESCO dei
territori del Parco Nazionale dell'Appennino Tosco-Emiliano.

Sintesi dell'idea progettuale/progetto: Valorizzazione delle ferrovie storiche come strumenti
di promozione e fruizione del territorio. I sistemi turistici presenti sul territorio necessitano di
essere inseriti in sistemi di accesso al territorio sia tramite itinerari tematici già strutturati
(itinerari storico-religiosi, naturalistici, escursionistici), sia mediante mezzi di fruizione
strutturalmente esistenti, come le ferrovie, che possono integrarsi quali vettori turistici oltre
al servizio al cittadino che svolgono come funzione prevalente.
Le ferrovie storiche sono inoltre elemento che accomuna le due aree di Lucca e Pistoia. La
linea ferroviaria Lucca-Aulla è aperta verso il sistema dei Parchi di Mare e di Appennino e
verso il porto crocieristico di La Spezia e verso il bacino turistico della Piana di Lucca e Versilia,
e la ferrovia Porrettana Bologna-Pistoia è in grado di collegare due bacini turistici regionali
quali quello dell'area metropolitana di Bologna e di Firenze.
