Riassunto In 2023, the EU celebrates the 30th anniversary of the single market. Recent shocks have shown not only how
vulnerable to crises the single market is, but also the extent to which the EU economy relies on a well-functioning
single market. It is now considered to be a key driver of EU resilience. In September 2022, the Commission put
forward a single market emergency instrument (SMEI) package. It includes one main proposal for a regulation
establishing a SMEI, and two accompanying proposals amending harmonised product legislation to ensure that
strategic goods can be marketed quickly to address shortages in the event of market crises. The main proposal
establishes measures for contingency planning, such as an early warning system. A 'vigilance mode' could be
activated after a threat has been identified. If a wide-ranging crisis hits the single market, an 'emergency mode' could
be triggered. The proposal is now in the hands of the co-legislators. In the European Parliament, the Committee on the
Internal Market and Consumer Protection (IMCO) is responsible for the file. It plans to consider its rapporteur's draft

protezione dei consumatori il 12 dicembre 2022. Nel suo programma di lavoro per il 2023 la Commissione ha
annunciato una comunicazione sui 30 anni del mercato unico, che sarà pubblicata all'inizio del primo trimestre

Riassunto China's full or partial ownership of a large number of strategic infrastructure assets in the European Union has
significantly increased the EU's exposure to a non-EU country with a track record of weaponising its growing global
economic footprint to achieve political objectives. Moreover, a series of recent cyber-attacks associated with Chinese
hackers have put the EU's critical infrastructure at risk of compromise or espionage. Both developments highlight the
need to protect the EU's strategic infrastructure against physical and digital threats. The European Parliament will use
its oversight powers to question the European Commission on the issue during the December plenary session.

Riassunto The Construction Products Regulation (Regulation (EU) No 305/2011, CPR) has applied fully since 1 July 2013. Its
objective is to achieve the proper functioning of the internal market for construction products (such as sheets for
waterproofing, thermal insulation foams, chimneys and wood-based panels produced for permanent incorporation in
construction works), by means of harmonised rules for their marketing in the EU. The CPR, which provides a common
technical language to assess the performance of construction products, enables Member States to define the legal
requirements towards construction works. On 30 March 2022, the Commission put forward a proposal to revise the
CPR; the proposal is part of a package with several other sectoral proposals aimed at making sustainable products the
norm in the EU and boosting circular business models. The stated aims of the proposal are to improve the functioning
of the internal market for construction products, address the implementation challenges that still exist at national level
(particularly regarding market surveillance), simplify the legal framework and support the green and digital transition in
the sector. In Parliament, the Committee on the Internal Market and Consumer Protection (IMCO) is responsible for the
file; the Committee on the Environment, Public Health and Food Safety (ENVI) is associated (under Rule 57), with
exclusive and shared competence. In particular, ENVI has exclusive competence regarding the new environmental
obligations for manufacturers. The vote in IMCO is expected in March 2023. First edition. The 'EU Legislation in

Riassunto Semiconductors (or chips) are the drivers of the digital transition. Their production relies on complex and vulnerable
global supply chains. Against the backdrop of global chip shortages, a global 'subsidy race' in the world's main
producing regions, and a renewed EU industrial policy, in February 2022 the Commission presented a proposal for an
EU chips act aimed at reinforcing the whole EU chips value chain. The chips act is based on a three-pillar structure:
pillar 1 to bolster large-scale technological capacity building and innovation in the EU chips ecosystem; pillar 2 to
improve the EU's security of supply; and pillar 3 to set up a monitoring and crisis response mechanism. In the event of
supply crises, the Commission would be allowed to implement three types of emergency measures: ask companies for
information, ask companies to accept and prioritise orders of crisis-relevant products, and make shared purchases on
behalf of Member States. The proposal is now with the co-legislators. In the European Parliament, the Committee on
Industry, Research and Energy (ITRE) is responsible for the file. The draft report was presented and discussed during
the ITRE meeting on 13 October 2022. ITRE MEPs tabled a total of 804 amendments to the Commission proposal.
The final vote on the report is expected to take place early in 2023. Second edition. The 'EU Legislation in Progress'

Riassunto The current Machinery Directive (Directive 2006/42/EC) was designed to allow the free movement of machinery within
the internal market, while ensuring a high level of protection of health and safety of users. To reduce the occurrence of
accidents, it promotes inherently safe design and construction of machinery, and proper installation and maintenance.
On 21 April 2021, the Commission put forward a proposal for a regulation on machinery products, part of a wider
'artificial intelligence package'. The need for an update stemmed in particular from recent developments in digital
technologies, such as artificial intelligence, the internet of things, and robotics, which have raised new safety
challenges. The proposed revision also intends to ensure more coherent interpretation of the scope and definitions,
enhance safety for traditional technologies, reassess machines considered as 'high risk' and the conformity
assessment procedures, reduce paper-based requirements for documentation, ensure coherence with other product
safety legislation and avoid divergences in interpretation stemming from transposition. On 3 May 2022, Parliament's
Committee on the Internal Market and Consumer Protection (IMCO) adopted its report, along with the decision to enter
into interinstitutional negotiations, with the committee report as mandate. The plenary endorsed that decision on 20
May 2022, opening the way for the committee to start interinstitutional negotiations with the Council. First edition. The

Riassunto France's National Recovery and Resilience Plan (NRRP) is a subpart of 'France Relance', a larger recovery strategy
adopted by France at national level, worth €100 billion in total (4.1 % of France's gross domestic product (GDP) in
2019). The implementation of France's NRRP will be supported by €39.4 billion in grants under the Recovery and
Resilience Facility (RRF). France has decided to use its entire national allocation for grants and not to request loans.
The resources allocated to France represent 5.4 % of the entire RRF resources for the EU, and 1.6 % of the country's
GDP in 2019 (the RRF representing 5.2 % of EU-27 GDP in 2019). Measures under the plan are to be completed by
2026. Following the Council's approval of its RRP in July 2021, France received €5.1 billion in pre-financing in August
2021 (13 % of France's financial allocation). The next payments, in five yearly instalments, will depend on progress in
implementing the plan. The European Parliament, which was a major advocate for the creation of a common EU
recovery instrument, participates in interinstitutional fora for cooperation and discussion on its implementation and
scrutinises the work of the European Commission. This briefing is one in a series covering all EU Member States.

elevata qualità in tutti i settori di intervento dell'UE. Dopo l'accordo rapido in seconda lettura raggiunto l'8 dicembre
2020, il Parlamento dovrebbe approvare formalmente il testo in seconda lettura in aprile, concludendo la procedura
legislativa.

Riassunto L'ultima riforma della politica agricola comune (PAC) ha mantenuto la struttura a due pilastri di questa politica, e lo
sviluppo rurale continua a rappresentare il cosiddetto «secondo pilastro della PAC». I principi generali del pilastro

Riassunto L'OCM inquadra le misure di mercato previste nell'ambito della PAC. Una serie di riforme ha portato alla fusione, nel
2007, di 21 OCM in una OCM unica relativa a tutti i prodotti agricoli. Parallelamente, le revisioni della PAC l'hanno
gradualmente orientata sempre più verso i mercati e hanno ridotto la portata degli strumenti di intervento, che sono ora
considerati «reti di sicurezza», da utilizzare soltanto in caso di crisi.

Riassunto Questa analisi approfondita è destinata ai deputati della commissione per l’agricoltura e lo sviluppo rurale del
Parlamento europeo, in visita nei Paesi Bassi nel mese di marzo 2016. Il presente documento fornisce una breve
presentazione del Paese, descrive il suo settore agricolo e si sofferma sull'attuazione della nuova Politica agricola
comune dell’UE per il periodo 2014-2020.
I Paesi Bassi hanno un’economia ad alto reddito, aperta, basata sulla conoscenza, che si sta gradualmente
riprendendo da una lunga recessione. Per quanto riguarda il settore agricolo, la sfida principale per i prossimi anni
sarà quella di conciliare la crescita continua delle produzioni agricole e della produttività con la preservazione
dell’ambiente.

Riassunto This Briefing summarises the conclusions of a study on ‘Risks and Opportunities for the EU Agri-Food Sector in a
Possible EU-US Trade Agreement’ prepared by an international team of researchers for the Committee on Agriculture
and Rural Development of the European Parliament. On 14 June 2013, the Council adopted a mandate for the
European Commission to negotiate a trade and investment agreement with the United States (the Transatlantic Trade
and Investment Partnership or TTIP). On 17 June 2013, at the G8 summit in Lough Erne (United Kingdom), Presidents
Van Rompuy, Barroso and Obama officially launched the bilateral negotiations. The latest Round of negotiations (7th)
took place between 29 September and 3 October 2014.

Riassunto In the past decade, the demand for biofuels has steadily increased, at a global level and in the EU. The main biofuels
currently on the market are “first-generation biofuels”, i.e. derived from agricultural feedstocks. The most widely used
biofuels are by far biodiesel and bioethanol. Biodiesel is produced from vegetable oils (such as rapeseed, sunflower
seed and soybean oils) or animal fats. Bioethanol is obtained through the fermentation of sugars into alcohol, using for
example sugar beet, maize or wheat. The so-called “second-generation biofuels” (i.e. originating from the processing
of ligno-cellulosic feedstock such as straw and forest residues) are not yet well developed.

Riassunto De 1985 à 2010, 42 villes ont porté le titre de Capitale européenne de la Culture (CEC). Ce titre, attribué pour un an
aux villes lauréates, peut agir comme un catalyseur de transformation urbaine.
Ainsi, la culture utilisée comme outil de développement urbain est susceptible d’engendrer toute une gamme d’impacts
tangibles (infrastructures, tourisme) et intangibles (amélioration de l’attractivité de la ville et des compétences des
acteurs culturels locaux), à court et à long terme. Ces derniers restent mal connus. Toutefois, les impacts positifs du
titre de CEC ne découlent pas automatiquement de son attribution. Il revient en effet à chaque lauréate de tirer parti de
cette opportunité.
