Non c'è futuro senza memoria Abstract: Il progetto FREE si propone di potenziare i percorsi di cittadinanza attiva dei giovani, dei policy makers, delle istituzioni pubbliche e private e della cittadinanza in generale. Gli obiettivi sono: Culturali e storici, con la finalità di mantenere viva la memoria storica per promuovere una lettura critica e consapevole del presente per poter formulare ipotesi interpretative della società contemporanea. Educativi e sociali, sviluppando percorsi di insegnamento, partendo dalle esperienze dirette per aumentare la partecipazione attiva alla cittadinanza. Istituzionali, sviluppando e mettendo in rete un'ampia serie di opportunità in: Italia, Austria, Croazia, Bosnia Erzegovina, Albania, Grecia: laboratori, seminari di formazione, performance artistiche, esibizioni, viaggi e campi di volontariato. La rielaborazione delle esperienze che si realizzeranno da Settembre 2018 a Gennaio 2020 avverrà attraverso delle restituzioni pubbliche, con forme espressive diverse: performance artistiche: letture, coreografie, filmati, pièce teatrali, flash mob, mostre. I momenti di restituzione saranno due: il primo nel Gennaio 2019, il secondo alla fine del percorso, a Gennaio 2020 quando con tutti i partners della rete si organizzerà un evento pubblico di due giorni, con l'intenzione di diffondere e disseminare le riflessioni, i documenti, i prodotti culturali e le testimonianze dei partecipanti al progetto. Il target specifico del progetto sono i giovani tra i 16 e 24 anni, inseriti in percorsi formativi nella scuola e in altri contesti educativi, formali ed informali. Nel target rientrano come stakeholders: i policy-makers, gli insegnanti, gli educatori, e la cittadinanza in generale, soprattutto chi si occupa di politiche giovanili o formazione. Il target e le attività sono diffusi su un piano internazionale e coinvolgeranno i paesi membri del partenariato e altri dove si svolgeranno le attività: Italia, Austria, Grecia, Croazia, Albania, Polonia, Germania.
Le parole chiave delle attività del progetto sono: cultura e promozione della tolleranza e dell'
inclusione, promuovere la conoscenza e le possibilità di riconciliazione e mediazione dei conflitti, sia a
livello individuale che collettivo, partecipazione, testimonianza, attivazione.
L'attivazione e la sensibilizzazione su questi temi avviene attraverso delle pratiche reali, con
l'organizzazione e la realizzazione di numerosi eventi, tutti emotivamente coinvolgenti che promuovano
la cittadinanza attiva nelle svariate forme, dal volontariato al mutuo soccorso, dall'associazionismo alla
libera espressione pubblica delle proprie opinioni.
AZIONI
Gli "eventi" così definiti nel bando, all'interno del progetto FREE saranno 23; la durata e il numero di
partecipanti previsto è molto diverso da evento ad evento. Non si tratta di "Eventi" in senso stretto ma
di percorsi, organizzati e realizzati da partners diversi con modalità e destinatari eterogenei, per genere,
età, provenienza.

1. Cantiere Memoria: installazioni e laboratori alla Casa della Memoria, di Comune di Milano in
rete con altre associazioni
2. Workshop di formazione dei partecipanti al viaggio "Treno della memoria Stazione Milano", di
Coop Soc Tempo per l'infanzia in rete con altri enti del terzo settore
3. Viaggio "Treno della memoria", di Coop Soc Tempo per l'infanzia in rete con altri enti del terzo
settore
4. Laboratorio di preparazione (25-27 Gennaio) della flash mob a Vienna il 21 Febbraio 2019 di
Twof2 + das collectiv e Coop Soc Tempo per l'infanzia in rete con altri enti del terzo settore
5. Un' installazione artistica in Piazza XXIV maggio, il 26 Gennaio 2019, di Twof2 + das collectiv
(Austria), Comune di Milano e coop soc Tempo per l'infanzia con la direzione artistica di Teatro
della cooperativa
6. Un campo di volontariato a Kommeno in Grecia nell' estate 2019, rivolto a giovani volontari

La strategia di lavoro del progetto FREE è la creazione di un network operativo, con incontri e tavoli di
confronto periodici che permetta la conoscenza, la contaminazione e la condivisione delle buone
pratiche sulla memoria storica e la cittadinanza attiva.
Tra il 12 e il 14 Novembre 2018 si è svolto il kick off meeting che ha visto coinvolti tutti i partners del
progetto (vedi allegato)
COMUNICAZIONE
La comunicazione e la promozione del progetto avverrà attraverso i canali tradizionali: un sito web del
capofila e il sito del Comune di Milano “Milano è memoria”, campagne nei social media, attività di
ufficio stampa, produzione di materiale promozionale, cartaceo (volantini, manifesti, brochure) e video,
con un documentario su tutto il progetto.
I partner promuoveranno inoltre il progetto nei canali e nelle reti proprie, su un livello locale, nazionale
e ed europeo dove possibile (Eurocities, C40 etc.), raggiungendo i mass-media locali e nazionali.
Un tool-kit per la comunicazione tradizionale e per l'utilizzo condiviso dei social media verrà
distribuito e utilizzato da tutti i partners per promuovere la partecipazione reale e virtuale alle attività e
agli eventi del progetto, sui profili Facebook, Twitter, Youtube, Instagram.
Il progetto vuole impattare su un ampio numero di destinatari (34.000), diretti ed indiretti in modo
empatico ed efficace per stimolare la partecipazione attiva alla cittadinanza, e in quest'ottica la
comunicazione avrà un ruolo fondamentale nel progetto.
Alla fine del periodo del progetto si vuole poter contare su una rete consolidata, con relazioni stabili e
continuative nel medio e lungo termine che mantenga attive le azioni.

Forming a class of teachers which will lead to a broader familiarity with the history of racial
persecution, the Holocaust and discrimination of younger generations, with new and effective
teaching and learning methods. The goal will be to confront the Holocaust denier offensive that is
dominating the web and that could become a threat to preserving our memory.
Participants will be then made aware of historical facts and signals in order to detect possible
repetition of similar events. They will also be aware of denial mechanism and lack of respect in
cultural dialogue and tolerance. Participants will be then ready to disseminate training contents
received to future students and pupils to avoid discriminating behaviours and attitudes.

Information collection related to the persecution of the Milan Jewish community during the fascist
period (1938-43), with particular reference to international relationships that said community had,
as well as to the emigration in response to persecution and their return back home or to the new
land of Israel.
Organization of conferences and publication of essays and volumes that present research findings.
Extension of research to other cities, which also occurs through the study of communities involved
in the Italian occupation during the Second World War (Slovenia, Croatia, Montenegro, Greece,
Albania and France). Divulgation as a tool for public awareness and call to direct involvement.
Didactic and scientific preparation for university students taking part in Holocaust memorial trips to
the main concentration and annihilation camps constructed by Nazis.
The goal is to convey preparation and proficiency allowing for a sufficient participation and
understanding of Holocaust memorial sites thus ensuring awareness for the following activities.

The programme "cantierememoria" has a thematic focus declined in many cultural, research,
training activities and debates concerning the historical events that have marked the Resistance, the
foundation of the Republic and the values of Liberty and Democracy that inspired the Italian
Constitution. The programme is divided into 5 main themes: visual arts with an exhibition, theatre
with 3 performances, 2 meetings with 'extraordinary men', educational workshops for children,
families and adults.
Participants will be made aware of the meaning of remembrance through non-formal educational
tools. All the activities performed will be an instrument to destruct the discourse leading to
exclusion and marginalization related to the current migration issues in parallel with the same
situation during Fascism for “the outcast” (Jews, Roma, cultural or ethnic minorities, including
LGBTI)

High school students and youth centres who were in Mauthausen will present their works,
elaborated on their experience, to youngsters who are leaving for the next trip and city authorities,
to policy makers and citizens and to other schools.
These essays are not just a simple brief of the journey, but also an occasion for a present reflection
on the themes of exclusion and marginalization.
Spread awareness on the issues of deportation, exclusion and marginalisation and reactualize this
experience to nowadays.

In the youth centres, students who took part at the Educational trip from Milan to Hartheim - Gusen
- Mauthausen with ANED and ANPI will participate to specific workshops together with other young
people, who, starting from their travel experience, will encourage reflection on the themes of
deportation, exclusion, marginalization and xenophobia, in order to bring their experience closer to
everyday life. Experience settling of students who made the journey and its updating to nowadays
reality.
Creating opportunities of reflection on the issues of: exclusion, marginalisation and xenophobia by
young people who are often foreigners and/or in difficult social conditions. Project partners and stakeholders will present their work using formal and informal tools of education to remind that if we do not raise our voices sufficiently against such discrimination and that often, for convenience and opportunism, we hide in the grey zone of mind and behavior, between innocence and guilt. With these initiatives, the new generations and the citizens will reflect on many small forms of discrimination against those who feel different from us, in everyday life. Have a multiplier effect and a representing a sounding box for the contents developed during the project. The aim is to increase the interest of the citizens in the discovery of the remembrance and to foster their active citizenship desire. PROGRAMMAZIONE Un'ipotesi da valutare con i partners è di attivare una serie di eventi di restituzione il week-end del 25 e 26 Gennaio 2020 per preparare la Giornata della Memoria del 27 Gennaio. L'idea è di coinvolgere tutti gli attori sulla memoria a Milano (Milano è memoria). Il luogo ipotizzato è la Fabbrica del Vapore, anche per le potenzialità logistiche di accoglienza dei partecipanti all'evento provenienti dagli enti partner che hanno sede all'estero. Una parte di budget verrà utilizzata per richiamare il pubblico con artisti e testimoni appetibili per i giovani. In quei tre giorni verrà installata la Bolla (evento 10), a disposizione della rete per performance, installazioni, reading, concerti, dj set e quant'altro possa essere ritenuto valido come contenuto da proporre al pubblico sul tema della memoria. Per l'evento finale ci sarà una programmazione di incontri di coprogettazione, direzione artistica e comunicazione. PROGRAMMAZIONE : A Gennaio 2019, in occasione della preparazione della prima installazione
della bolla, verrà proposto ai partecipanti al Treno un Workshop per preparare una flash mob a
Vienna durante il Treno della memoria Stazione Milano. La Flash Mob verrà fatta in coordinamento
con un'associazione partner del progetto che ha sede a Vienna.

A bowl installation dealing with memory and empathic commemoration will be placed across the
Italian-Austrian border and precisely in Bolzano, last collection place for deportation. The artistic
installation will be made available for citizen artistic performances, emotional empathy and guided
experience of commemoration, an example of the performance format can be seen at

Building bridges with a conscious memory between two countries during the same time, event and
historical period of time will be ensured through a direct empathic link. There will be space for
direct interaction.
PROGRAMMAZIONE da definire il luogo dove verrà fatta l'installazione, tra le varie ipotesi
proposte, i giardini della memoria in piazza Gae Aulenti e la Fabbrica del vapore. La prima
installazione sarà un anticipo dell' installazione del 2020, dove utilizzeremo la bolla per promuovere
il progetto e proporre contenuti provenienti dai percorsi della rete. Primo appuntamento per la
direzione artistica, il 5 Ottobre 2018 in via Dogana 2, uffici del Comune di Milano, ore 14.00. Le
caratteristiche della bolla permettono di fare installazioni statiche, coreografie o altro. Le
performance con suono, musica o voce possono essere ascoltate contemporaneamente da un massimo
di 50 persone attraverso un sistema audio wi-fi, con assegnazione delle cuffie su iscrizione e ritiro
documento a titolo cauzionale. L'impatto è alto se la location è un luogo di passaggio per numerose
persone, l'isolamento della bolla in luoghi poco visibili ne pregiudicherebbe l'effetto.

A bowl installation dealing with memory and empathic commemoration will be placed in Milan,
collecting experiences and some samples of past performances made and inviting citizens to made
new. There will be also space for some performances based on the Italian
commemoration.Installation will be made available for citizen artistic performances, emotional
empathy and guided experience of commemoration.
Awareness of memories regarding the role of history in our present lives will be real on scenes.
Building bridges with a conscious memory between two countries during the same time, event and
historical period of time will be ensured through a direct empathic link. There will be space for
direct interaction.
PROGRAMMAZIONE da definire il luogo dove verrà fatta l'installazione, che può coincidere con lalocation dell'evento finale la (Fabbrica del vapore?) o essere veicolo di promozione per l'evento finale
e quindi installata in altri luoghi. Le caratteristiche della bolla permettono di fare installazioni
statiche, coreografie o altro. Le performance con suono, musica o voce possono essere ascoltate
contemporaneamente da un massimo di 50 persone attraverso un sistema audio wi-fi, con
assegnazione delle cuffie su iscrizione e ritiro documento a titolo cauzionale. L'impatto è alto se la

Witnesses of the tragedies of Nazi-fascism meet a delegation of students from several schools
within the Milan area. All the event is filmed and it is then made available to all interested teachers
and schools.
At least 250 students and 50 teachers reached by first hand accounts of victims of racism and
political discrimination during the Nazi-fascist regimes.
PROGRAMMAZIONE Questi eventi sono legati al viaggio “Municipi della memoria” per l'anno
2019, e prevedono una restituzione alla cittadinanza delle riflessioni e dei prodotti culturali, artistici

1. Contribute to public awareness of the traumatic event in local/national/european history
by mapping the memory (testimonies from the survivors);
2. Identify the process of how it is transmitted across generations and how it is reproduced in
public and family settings and how this impacts on political and civic engagement;
3. Create new forms of commemorating and reproducing the memory through artistic forms
and different media;
4. Testimony from participant of the educational trip will report.
Participants will be made aware of the Kommeno massacre made by Nazis and will share
with local survivors and citizens through different kind of events and will perform artistic
moments in the area as a tool for commemoration and first engagement.

The model of the conference will include 4 keynote speakers and 4 panels with respondents in the deliberations of the keynotes. At least 150 young participants have been informed through engaging in discussions with experts on the Albanian heritage of treating neighbours in times of danger. At the end of this training session participants will have the chance to liase the historical background and facts acquired and they will have an idea of how to see, recognize and elaborate discrimination and exclusion in their life, today. Here 10 youngsters from Sisak in Croatia will join the group and travel to the 2nd stop Omarska, Concentration Camp in Bosnian Genocide. The group will travel then to Sarajevo to stay for a week and work on a volunteer camp. In Sarajevo a group of 5 people from Greece and Albania will arrive for the volunteer camp. Witnesses and camp will be organized with IPSIA Milano non profit organization expert and working in Bosnia since 90's. At the end of the experience we expect that the group will take part at the new project on remembrance and will try to activate new project of peer education on the themes of: citizenship, rights, equal opportunities, prevention of racist and fascist behaviour.

collaborazione con Ipsia per i campi in Bosnia e Albania, con i partners greci di Artifactory per i

45 participants, will leave from platform 21 Shoah Memorial in Milan. and travel to Trieste to meet
and join a croatian group of 5 croatian to travel to Prague and Terezin concentration camp and
museum. The group will move then to Cracow to visit the city (Ghetto, Kazimierz, Schindler's
museum) and then to visit Auschwitz museum and Birkenau. The focus will be on the Porajmos
holocaust, related to how today the romany population is still under a lot of cultural pressure and
discrimination.
Historical and cultural in-depth analysis of European history, particularly focused on the Porajmos
extermination of Romani people. During the trip there will be a video-making of the experience with
interviews, reflection groups, meetings and re- elaboration of participants' experience through
creative writing, photography and music. To live a borderless Europe experience, through travelling
and creating a travelling community.
PROGRAMMAZIONE La programmazione sarà definita entro Novembre 208 con il viaggio di 10
giorni che toccherà: Vienna, Praga, Terezin, Cracovia, Auschwitz. La partenza a inizio Marzo per far
coincidere il viaggio al periodo del Carnevale Ambrosiano in modo da impattare il meno possibile sul
periodo scolastico. Durante il viaggio si realizzerà la Flash Mob prevista dall' evento 8.

A group of participants to the study visits will meet with decision makers, Municipal Councillors and
institutional representatives. They will debate on how to activate pathways of participated
citizenship which can help the community and to understand the reasons and the tragic
consequences of indifference, cultural deprivation, xenophobia, populism and nationalisms. Suggest
that administrators include in the Municipality’s strategic guidelines the considerations raised from
the
workshop and that they support some spaces and pathways of active citizenship about these
subjects on local level.
